Joe Carey: Mr. Parnell has confirmed that the new programme will not commence until 2023, which was communicated to the committee a couple of weeks ago in a briefing note from the Minister as well. Is the Department preparing a multi-annual programme to get us to 2023? If so, will it be over two years or three years and what budget will be made available specifically for delivery of those projects?
