Cian O'Callaghan: To have this clear, it is my understanding that if the body is performing as per the Act, then the body will be in place indefinitely. Is that the situation?

- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: Too be clear, is it that while it was shown this would work out cheaper and better, it did not proceed because leasing had a bad reputation, even though this was leasing to own?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: I thank the four approved housing bodies for their contributions and opening statements and for all the very good work they do. The previous discussion on numbers gives some idea of the scale of the operations, and the significant growth there has been in scaling up over the last number of years, which also presents particular challenges. I have a few questions, the first of which is for...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: The issue was in the investment side feeling it was not ethical enough or something along those lines. Is that it?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: The point we should be taking from this is it certainly shows there is huge potential here and if we could get it right, it could get provide sustainable, cost-effective and ethical funding. Is that the conclusion the committee should be taking?
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: I thank Mr. O'Connor. That is very helpful. Is Circle's proposal for a cap on the level of profits by builders and developers based on a particular model? Is it in place in other countries? Is Circle aware if it is grounded on other experience? I would like its representatives to tell us more about that. It was one of the many proposals it made.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: I thank Mr. Hannigan, and I will leave it there.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Implementing Housing for All: Discussion (Resumed) (13 Dec 2022)
Cian O'Callaghan: It is not so much that we want the detail of the modelling. Even a summary would be very useful. If this committee is going to advance that proposal, we need something. The explanation given was helpful but we would like something more than that.
- Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government Performance Indicators and Public Spending Code: National Oversight and Audit Commission (17 Jan 2023)
Cian O'Callaghan: I thank NOAC for appearing here today. I want to ask a couple of questions about the national local authority performance index indicator report which is very good and full of very useful information particularly in relation to the housing disaster that we are in at the moment. Appendix 2 of the report is about housing delivery numbers. It is very useful because it shows the net additional...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government Performance Indicators and Public Spending Code: National Oversight and Audit Commission (17 Jan 2023)
Cian O'Callaghan: I thank Mr. McCarthy for his response. I appreciate it. The vacancy data in the report is very important. It shows that in 2021 the vacancy rate in local authority owned dwellings in Cavan was 4.6%. Cork city had a rate of almost 4.4%. The rate for Galway county was over 7%, it was more than 4% for Limerick city and county and it was in excess of 7% for Longford county. In contrast, the...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government Performance Indicators and Public Spending Code: National Oversight and Audit Commission (17 Jan 2023)
Cian O'Callaghan: I thank Mr. McCarthy. I am all for the approach of encouraging local authorities and there is a lot to be said for the good practice seminar. We are in a housing disaster at the moment, so there is no excuse for Cavan, for example, having a vacancy rate of almost 5% when a neighbouring county, Monaghan, has a rate of less than 1%. I am quite certain that anything Monaghan can do Cavan...
- Joint Oireachtas Committee on Housing, Planning and Local Government: Local Government Performance Indicators and Public Spending Code: National Oversight and Audit Commission (17 Jan 2023)
Cian O'Callaghan: If NOAC comes across reasons why some local authorities are not performing so well in certain areas, which may be for structural reasons or whatever, can anything be done about that beyond talking to the local authority? Can the issue be flagged if spotted? In terms of the overview NOAC has, does not go anywhere else? What is it able to do?

Cian O'Callaghan: I thank Mr McCarthy.
- Ceisteanna - Questions: Cabinet Committees (24 Jan 2023)
Cian O'Callaghan: 7. To ask the Taoiseach when the Cabinet committee on housing will next meet. [60901/22]
- Ceisteanna - Questions: Cabinet Committees (24 Jan 2023)
Cian O'Callaghan: Can the Taoiseach explain why almost €1 billion allocated to the Department of Housing, Local Government and Heritage in 2022 was not spent? What does he have to say to the thousands of people who are paying unaffordable and exorbitant rents, the hundreds and thousands of people who are in their 20s and 30s and still living in their childhood bedrooms, those who cannot afford to buy a...
