Other Questions: Early School Leavers (10 Jun 2015)

Tom Fleming: Will the Minister consider introducing a scheme to facilitate early school leavers, because currently approximately 20% of students disengage from second level education? The scheme would engage students for a period of three to four years in an apprenticeship which would be particularly suitable for the skills required by modern employers in industry, including the manufacturing and service...

Other Questions: Early School Leavers (10 Jun 2015)

Tom Fleming: Students are disengaging from school or dropping out in first or second year for various social reasons - for instance, some pupils are not academic. Those who are lost in the system are going down a cul-de-sac and have nowhere to go. We know the consequences of that. They can find themselves in an undesirable situation, which can pose huge problems for families and communities. I am not...

Other Questions: Early School Leavers (10 Jun 2015)

Tom Fleming: The vocational model currently utilised in Germany, in particular, is of high quality and is successful on the Continent. We would want to look more closely at it. We also have to examine the needs of employers and the quality of qualifications. In some cases, employers may have to wait too long to get people who may be coming out of third level but who may not have degrees that are...

Draft Commission of Investigation (Certain matters concerning transactions entered into by IBRC) Order 2015: Motion (Resumed) (10 Jun 2015)

Tom Fleming: I welcome the decision to commission a full inquiry investigation into IBRC transactions, even if it is belated at this stage after certain matters were comprehensively brought to the attention of the public stage by Deputy Catherine Murphy on numerous occasions. The terms of reference have certainly been expanded and significantly extended by comparison with the original KPMG inquiry that...

Central Bank (Mortgage Interest Rates) Bill 2015: Second Stage [Private Members] (10 Jun 2015)

Tom Fleming: Billions of euro were spent to rescue the banks at the expense of the taxpayer in the period after the economic crash. Now the banks are recovering, but they are showing their ingratitude and demonstrating unethical behaviour towards customers. There is a fear and distrust among the general public regarding the banks and the manner in which they have treated financially vulnerable...

Written Answers — Department of Social Protection: Rent Supplement Scheme Data (10 Jun 2015)

Tom Fleming: 43. To ask the Minister for Social Protection the number of recipients of rent supplement allowance who have been requested for review more than twice, between the dates 1 July 2014 and 31 May 2015, inclusive, in view of the fact this is unnecessary and imposes an administrative cost on the State to carry out repeat reviews which entail administrative duties on the client, the client's...

Written Answers — Department of Social Protection: Departmental Schemes (10 Jun 2015)

Tom Fleming: 50. To ask the Minister for Social Protection if she will re-introduce the student summer work scheme similar to the former scheme, which was very successful in providing students with the opportunity of engaging in vital community and social work, was very productive, enabled these students to contribute to their communities and provided them with experience in the work environment; and if...

Tom Fleming: 96. To ask the Minister for Agriculture, Food and the Marine if he will review the compensation scheme for calves testing positive under the bovine viral diarrhoea compensation scheme, in view of the fact that the current compensation for these animals is totally inadequate, and this is causing hardship for farmers with infected herds; and if he will make a statement on the matter. Joint Oireachtas Committee on Transport and Communications: Joint Sitting with the Joint Comittee on Justice, Defence and Equality
Pro-Social Drivers Programme: Pro-Social Ireland
(10 Jun 2015)

Tom Fleming: I welcome this initiative. I only have a synopsis, but who would be regarded as high-risk drivers? Are they people who have been in custody for offences? Should we rate the entire general public? Some people, myself included, would probably benefit from brushing up their knowledge of the rules of the road. If I had to face a driving test now I would probably not pass it under modern...

Joint Oireachtas Committee on Transport and Communications: Joint Sitting with the Joint Comittee on Justice, Defence and Equality
Pro-Social Drivers Programme: Pro-Social Ireland
(10 Jun 2015)

Tom Fleming: It is great to see that the delegates are bringing a sense of awareness to the issue and hopefully the roll-out will be done in a timely fashion. Have they thought about speed restrictors? Younger drivers are often prone to speeding and maybe speed restrictors would be desirable. They might also be desirable to insurance companies and it would be one way of getting cheaper insurance.

Joint Oireachtas Committee on Transport and Communications: Joint Sitting with the Joint Comittee on Justice, Defence and Equality
Pro-Social Drivers Programme: Pro-Social Ireland
(10 Jun 2015)

Tom Fleming: Local authorities need to get involved with this, as they have the infrastructure. There should also be more emphasis from the Department of Transport, Tourism and Sport on getting rid of black spots. There is a need for soft landing ramps in certain places, and some counties have more than others. There is a particular need for them near schools and in built-up areas.

Industrial Relations (Amendment) Bill: Second Stage (Resumed) (11 Jun 2015)

Tom Fleming: I welcome the opportunity to speak on the Industrial Relations (Amendment) Bill 2015. It gives the Oireachtas an opportunity to devise a framework that will provide for maximum industrial peace and constructive working arrangements. It includes new industrial relations laws which will rebalance the interests of both employers and employees. In the absence of collective bargaining, it will...

Communications Regulation (Postal Services) (Amendment) Bill 2015: Second Stage (11 Jun 2015)

Tom Fleming: In January, the Minister confirmed that the estimated cost of the Eircode project would be €27 million, excluding VAT. This includes the design, database upgrades, communications and postcode distribution. Data protection concerns surrounding the introduction of a national postcode system were highlighted by the former Data Protection Commissioner early in its development. In...

Tom Fleming: 56. To ask the Minister for Social Protection if she will take the initiative in accelerating an appeal in respect of an application for carer's allowance given that the existing timeframe is prolonged and unacceptable, with an undue waiting time for applicants and for carers who unselfishly give complete dedication to the persons they care for; and if she will make a statement on the...

Tom Fleming: 168. To ask the Minister for Social Protection her plans to withdraw the new social protection forms which recommend payment through banks and discourage use of the post office, in view of the fact the new forms show a complete disregard for the commercial future of post offices, which are a trusted and valued part of everyday life; and if she will make a statement on the matter.
