Peter Mathews: It had been lower at 158% and the difference is important. Mr. Boucher spoke about the bank's policy in certain areas. What was its policy on fraction reserving for the years 2004 onwards?

Peter Mathews: It should have been to keep fraction reserving at a minimum of 10%, with the loan-to-deposit ratio being 90%. Why is that?

Peter Mathews: From the Government's point of view but not in accordance with conscience. The difference is 68% which is indicative of the bank's culpability in creating an asset price bubble. When the asset price collapses and the music stops - I will give the delegates a paper on this issue after the meeting - the bank should be accountable for 75% of the collapse in the asset price. Peter Mathews: It was €61 billion. In the case of the subordinated loans at the bank, the figure is approximately €20 billion, half of Irish national income.
