John McGuinness: The Minister cannot say whether such a rate makes it profitable. Therefore, the regulator will have to allow the provider to decide what is profitable. That is the key to this. No business plan has been drawn up. I remind the House that just 52% of the total amount of money is collected in terms of commercial rates. It is an absolute disaster.
