- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Operations and Functioning of IBRC: Discussion (31 Oct 2012)
Liam Twomey: In regard to the legislation, there is a perception among the public that there is a general tardiness on the part of the banks to do something about this crisis of mortgage arrears in the residential market and SMEs. The consensus is that the banks to do not seem to be moving it on or do not want to deal with this issue which is considered to be a huge one in us moving forward.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Operations and Functioning of IBRC: Discussion (31 Oct 2012)
Liam Twomey: That is more or less all I wanted to ask. I wanted to know Mr. Dukes's feelings on this.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Operations and Functioning of AIB: Discussion (31 Oct 2012)
Liam Twomey: It has been interesting listening to the contributions made today and to hear that the AIB team is holding board meetings at branches throughout the country and actively seeking face-to-face meetings with customers. This is all very positive and it is good to hear staff in both loan and asset management are being retrained. These initiatives and others mentioned here this afternoon give the...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Operations and Functioning of AIB: Discussion (31 Oct 2012)
Liam Twomey: I thank Mr. Duffy for his response. I was struck by the observation earlier that, in the bank's view, the economy is stabilising and we are at a turning point. Will the delegates comment on how they arrived at that view?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Statement of Strategy 2011-2014: Discussion with Department of Finance (7 Nov 2012)
Liam Twomey: I will discuss some of the elements raised by Deputy Boyd Barrett. A reduction in unemployment usually lags behind economic recovery. If growth this year is as low as predicted, if it drops to approximately 1% next year and the pattern continues into the beginning of 2015, is it possible that unemployment could remain at the high current rate for the next two to three years?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Statement of Strategy 2011-2014: Discussion with Department of Finance (7 Nov 2012)
Liam Twomey: We spoke about improving the Department's governance, and the term "challenge" has been used. Does this arise because of a feeling that some of the issues that caused our current crisis were due to too much group-think and people who spoke contrary to the opinion of the majority not being listened to? Does this process protect the Department from political interference, which has also been...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Statement of Strategy 2011-2014: Discussion with Department of Finance (7 Nov 2012)
Liam Twomey: When Mr. Moran discusses this new governance in the Department and when one reads through it and listens to what is being said, there is nothing really controversial there. Do the witnesses challenge themselves on the controversial topics as well? Have there, for example, been in-depth discussions on issues that have been raised in the public domain, such as the future of the Croke Park...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Statement of Strategy 2011-2014: Discussion with Department of Finance (7 Nov 2012)
Liam Twomey: Is that fed up the line to the Minister and the Cabinet?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Forthcoming ECOFIN Council: Discussion with Minister for Finance (8 Nov 2012)
Liam Twomey: In the context of his ongoing discussions with his European colleagues, does the Minister believe there is more confidence that the European crisis is settling down? Are we approaching a situation where Europe can start dealing with specific problems, like Ireland's debt problem and the deal we are seeking to resolve it? At a meeting of this committee yesterday, one of my colleagues pointed...

Liam Twomey: I call Deputy Donnelly.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Scrutiny of EU Legislative Proposals. (14 Nov 2012)
Liam Twomey: I welcome Ms Brenda McVeigh, Mr. Liam Smith, Mr. Jim Byrne, Ms Martina Shaughnessy and Ms Ilona McIlroy from the Department of Finance. There will be a short presentation to the committee which will be followed by a question and answer session. I remind all present that all mobile phones must be switched off. By virtue of section 17(2)(l) of the Defamation Act 2009, witnesses are...
- Health Insurance (Amendment) Bill 2012: Second Stage (Resumed) (15 Nov 2012)
Liam Twomey: I concur with many of the remarks made by Deputy Joe O'Reilly on this issue. It is vital the Minister would take on board what is happening and deal with this issue, which has been raised time and again in regard to audit and governance. The bills issued to and by the VHI and other health insurance companies would essentially be considered meaningless in private business as there is no...
- Topical Issue Debate: Hospital Waiting Lists (15 Nov 2012)
Liam Twomey: I highlight this issue because it is ongoing in the south east. It is appropriate to focus on it because it gives us an indication of what is wrong with our health service from a medical and financial perspective. Patients in Dublin currently wait approximately two years to see an orthopaedic surgeon but a patient in the south east can be waiting up to four years for a routine appointment...
- Topical Issue Debate: Hospital Waiting Lists (15 Nov 2012)
Liam Twomey: I want to reiterate the need for us to get the information the special delivery unit is receiving about waiting times for each consultant in all hospitals in the south east. The gross figures are not much use to us when it comes to referring patients and examining the efficiency of each hospital. I know the special delivery unit and the Health Service Executive have the figures. It would...
- Supreme Court Ruling in the X Case: Motion (Resumed) [Private Members] (21 Nov 2012)
Liam Twomey: The tragic events in Galway will never be forgotten by Savita's family, but we should respect her memory in how we use this case with regard to the issue we are debating tonight. I have dealt with women who have returned from the UK with complications of termination, and I have advised women on how they can get support to go to the United Kingdom. I worked in obstetrics and gynaecology as a...
