- Topical Issue Debate: Property Taxation Exemptions (26 Mar 2013)
Catherine Murphy: In my request to raise a topical issue I included both the list of estates and the pyrite-damaged houses. I thank the Ceann Comhairle for selecting this matter for discussion. It is clear that the legislation produced before Christmas and the amending Bill produced after Christmas were hastily passed through the House and in advance of the list of exemptions or before we had an opportunity...
- Topical Issue Debate: Property Taxation Exemptions (26 Mar 2013)
Catherine Murphy: It appears that the local authorities are being blamed but they were given a set of instructions which came from either the Minister or the Government. They did not make up these rules. This is not a local authority-blaming exercise.
- Topical Issue Debate: Property Taxation Exemptions (26 Mar 2013)
Catherine Murphy: If one wants to prove that one has pyrite the competent person will be an engineer who will come out and write a report. I have seen the bills for those reports. In some cases they run into a couple of thousand euro. Is the Minister saying that somebody has to spend €2,000 or more, in some cases, to get a report that confirms what is obvious and then claim an exemption that may be...

Catherine Murphy: That depends on how many houses are counted.
- Topical Issue Debate: Property Taxation Exemptions (26 Mar 2013)

- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) with Kildare County Council (26 Mar 2013)
Catherine Murphy: I thank the witnesses for their attendance. As they are aware, the joint committee is doing a report on flooding and insurance. Of the various elements involved in this issue, prevention is the best. Bodies such as the Irish Insurance Federation have called for more money to be spent on flood alleviation measures. I proposed that the joint committee invite some of those who have direct...
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) with Kildare County Council (26 Mar 2013)
Catherine Murphy: There was another point, arising from letters I received, about areas where there is no experience of flooding. Perhaps that issue could be taken up by the County and City Managers Association, although I do not know if that is possible.
- Joint Oireachtas Committee on Environment, Culture and the Gaeltacht: Property Insurance: Discussion (Resumed) with Kildare County Council (26 Mar 2013)
Catherine Murphy: Would that have been helped by the river being a managed river and a major water source at Poulaphouca and Leixlip? There is an ongoing dialogue with the local authorities along the way. I imagine that the ESB might not be as involved in other waterways, although it has been involved on the Shannon and its involvement in Cork has been very prominent.

- Motor Vehicles (Duties and Licences) Bill 2013: Report and Final Stages (27 Mar 2013)
Catherine Murphy: Yes. The Bill is misnamed. It should be the Motor Vehicle and National Debt (Duties and Licences) Bill 2013 because one of the sections actually deals with the €150 million that is being hijacked and sent to the Department of Finance. It will not be spent on roads at all. When paying for something, people are entitled to ask what they are getting for their money. They see roads...
- Motor Vehicles (Duties and Licences) Bill 2013: Report and Final Stages (27 Mar 2013)
Catherine Murphy: I do not believe the Minister of State believes this. He has said the Government needs to raise this tax to place local government on a sustainable footing and that the money raised will be sent to the Department of Finance to pay down the national debt. That is what will be done with the money raised. It will not be put into the motor tax or local government fund; rather it will go...
- Motor Vehicles (Duties and Licences) Bill 2013: Report and Final Stages (27 Mar 2013)
Catherine Murphy: There is no doubt about where it will go. It will not be used to provide a sustainable source of funding for local government; it will go nowhere next, nigh or near local government. The idea behind introducing carbon emission targets and the approach to reducing such emissions were in recognition of the fact that we had carbon change obligations. Transportation is one of the areas in...
