- Written Answers — UN Conventions: UN Conventions (22 Mar 2011)
Kathleen Lynch: In line with commitments in the Programme for Government, it is the intention to ratify the UN Convention on the Rights of Persons with Disabilities as quickly as possible, taking into account the need to ensure that all necessary legislative and administrative requirements under the Convention are being met. As the Deputy may be aware, Ireland does not tend to become party to treaties until...
- Seanad: Mental Health (Involuntary Procedures) (Amendment) Bill 2008: Committee Stage (Resumed) (23 Mar 2011)
Kathleen Lynch: I thank Senators for their kind words. Like Senator Boyle, I was under the impression that we would be discussing amendments Nos. 1 to 3, inclusive, together.
- Seanad: Mental Health (Involuntary Procedures) (Amendment) Bill 2008: Committee Stage (Resumed) (23 Mar 2011)
Kathleen Lynch: I am in favour of amendment No. 1.
- Seanad: Mental Health (Involuntary Procedures) (Amendment) Bill 2008: Committee Stage (Resumed) (23 Mar 2011)
Kathleen Lynch: I thank all Members for their good wishes and for welcoming me to the Seanad. I am not certain it is the way I would have chosen for my first visit but one must deal with the hand one has been dealt, as with everything in life. I appreciate the words of welcome. I hope that when I have finished saying the little I have to say we will realise we are not that far apart in what we all want....
- Hospital Services (24 Mar 2011)
Kathleen Lynch: I thank Deputy McConalogue for raising this important issue. I apologise on behalf of the Minister for Health and Children, Deputy Reilly, who had a prior engagement and therefore I am taking this Adjournment matter on his behalf. I welcome the opportunity to address the House on this issue. The Government is committed to ensuring a high-quality radiotherapy service for the entire...
- Seanad: Mental Health (Involuntary Procedures) (Amendment) Bill 2008: Committee Stage (Resumed) and Remaining Stages (24 Mar 2011)
Kathleen Lynch: I thank all those who contributed to the debate. When I watched it again last night, I must admit it was most comprehensive, one which could not possibly have taken place with the same fluidity in the other Chamber. There is a different structure in this House and a great deal more freedom which allows different opinions to be expressed, sometimes in a very calm manner and at other times...
- School Transport (29 Mar 2011)
Kathleen Lynch: I am replying to this matter on behalf of the Minister of State at the Department of Education and Skills. The reply is substantial. This is a complicated and emotive issue. I will convey the Deputy's pleadings to the Minister. If I do not complete my contribution within five minutes, we may take it that it will be read into the Official Report. I thank Deputy Creed for giving me the...
- Care of the Elderly (29 Mar 2011)
Kathleen Lynch: I thank the Deputy for raising the issue of Lisdarn Centre for the Older Person, County Cavan. Government policy is to enable older people to live in dignity and independence in their own homes and communities for as long as possible. Where this is not feasible, the health service supports access to quality long-term residential care. We continue to develop and improve health services in...
- Hospital Services (29 Mar 2011)
Kathleen Lynch: The Deputy will be glad to know that this is the shortest reply of the night; nonetheless it is important. I am taking this Adjournment matter on behalf of my colleague, the Minister for Health and Children, Deputy James Reilly. I thank the Deputy for raising it. In recent years the HSE has been working to reorganise services in the Louth-Meath hospital group. Louth County Hospital has...
- Suicide Prevention: Statements (7 Apr 2011)
Kathleen Lynch: Any chance in public life to speak about suicide should be taken and I am grateful for today's opportunity. As Minister of State with responsibility for mental health my priority will be to further advance the implementation of A Vision for Change, an excellent strategy which must be driven forward, and Reach Out, the national strategy for action on suicide prevention. Both strategies...
- Palliative Care Services (12 Apr 2011)
Kathleen Lynch: Palliative care services are delivered by the Health Service Executive, in partnership with voluntary organisations. The overall budget provision for these care services in 2011 is â¬74 million. My immediate aim is to ensure that the priorities, targets and time lines for palliative care, as detailed in the agreed HSE Service Plan 2011, are achieved as intended by the end of this year....
- Palliative Care Services (12 Apr 2011)
Kathleen Lynch: Deputy Kelleher will know we have been extraordinarily well served in Cork with the hospice movement there. On the question of the gaps that exist, a palliative care service medium-term development framework was published by the HSE in July 2009. This sets national priorities which have been agreed by all stakeholders, based on solid needs analysis, to ensure that services do not develop in...
- Palliative Care Services (12 Apr 2011)
Kathleen Lynch: The Deputy has asked some relevant questions. We cannot, for the very reasons the Deputy has asked the question, have a county by county, or regional approach to this. We must pull it together and have a national service. The national steering group on palliative care is the way to go. This is chaired by the HSE, but driving out the plan will ensure we have a more equitable approach...
- Written Answers — Ministerial Responsibilities: Ministerial Responsibilities (12 Apr 2011)
Kathleen Lynch: I am pleased to confirm that I have now been assigned responsibility for older people's issues. My priorities will be to complete and implement the National Positive Ageing Strategy and to drive the Government's agenda to enable people as they grow older to maintain and improve their physical, social and mental well-being and to live in their homes and communities for as long as possible. I...
- Symphysiotomy Procedures (20 Apr 2011)
Kathleen Lynch: I thank the Deputy for raising this issue. I am very conscious of the story and know it very well. I am taking this Adjournment matter on behalf of my colleague, the Minister for Health and Children, Deputy Reilly, who unfortunately could not be here because he had a prior engagement. I take on board what the Deputy said and will convey his sentiments to the Minister. The procedure of...
- Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)
Kathleen Lynch: I should start by noting my appreciation of the work that has been done by various Members of the Opposition in respect of this Bill, in which there is great interest. I wish to have recommitted amendment No. 7 because as Members will be aware, it was not dealt with on Committee Stage and for something to be dealt with at a later Stage, it is normal practice to have it recommitted. As I am...
- Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)
Kathleen Lynch: While the Leas-Cheann Comhairle goes through his briefing notes, my information is that amendment No. 8 also will be recommitted, as this is part of the same group. The Chair will need to make a decision on the matter. In recommitting on amendment No. 8, there would be no need to revert to it, as we could deal with both amendments now if the Deputy wished and the Chair agreed.
- Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)
Kathleen Lynch: May I clarify? Since amendment No. 8 is connected directly to amendment No. 7, if the latter is passed, the former falls because it is an alternative. However, there is nothing to stop the Bill from being recommitted in respect of both. It is at that point that we will make a decision as to which of the two the House will agree. Is that clear?
- Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)
Kathleen Lynch: It is very much at the discretion of the Chair as to whether any amendment, including my own, can be recommitted.
- Nurses and Midwives Bill 2010: Report Stage (Resumed) (21 Apr 2011)
Kathleen Lynch: I move amendment No. 7: In page 29, lines 38 to 40, to delete all words from and including "to" where it firstly occurs in line 38 down to and including "5" in line 40 and substitute the following: "to provide advice to the Board in relation to all matters pertaining to midwifery practice, which the Board shall consider when performing functions in relation to midwifery practice, consisting...
