Liam Twomey: Amendment No. 3 in the name of Deputy Pearse Doherty has been ruled out of order. Section 4 provides for the mandatory compliance with the debt rule requirement under Article 4 of the treaty. Amendment No. 3 proposes to modify this obligation by proposing that the debt rule be complied with "so long as doing so is conducive to the social and economic development of the State".
