Denis O'Donovan: What Senators have said on Second and Committee Stages is, in many ways, irrelevant because we are debating Report Stage and must deal with 62 amendments. If I allow Senators Mullen and MacSharry to wander in their contributions then others may want to wander or will feel disenfranchised or otherwise when it comes to making contributions.

Denis O'Donovan: No. The amendment is on medical procedures, not on the language used. The Senator tried to ruin this discussion previously. What he is trying to do in an uncouth way is to expand on the topic, but I have ruled on it and have tried to suppress it.
