Michael D Higgins: I am sorry if I appeared to anticipate my opportunity to speak. On the matter I raised last week, that is, the legislation on new regulatory arrangements and the governance of the Central Bank, it is simply not acceptable or satisfactory that no date for the legislation has been specified. The excuse used last week was that the Department of Finance has been very busy. We all know it has...

Michael D Higgins: I was deeply disappointed in the Minister's speech. The Minister had an opportunity of explaining a number of choices that he has obviously made so far, but chose not to address them. For example, why has he decided not to seek from taxation a portion of the â¬4 billion to which he referred? Nor has he explained the logic that led to the April financial statement and how it has changed so...

- Overseas Development Aid. (18 Nov 2009)
Michael D Higgins: I have heard this presentation before. When Ireland made its international commitment on overseas development aid we had a moral yardstick. We were complimented on our willingness to achieve 0.7% even if the economic circumstances reversed. We basked in that compliment. - Overseas Development Aid. (18 Nov 2009)
Michael D Higgins: I can see that the Minister of State is migrating his speeches on finance into the foreign affairs area, which is a great pity. What has damaged us is the year-on-year deficit of the past two years, which was â¬10.8 billion. Of that sum, â¬4 billion went into Ango-Irish Bank.
