Committee on Climate, Environment and Energy: Carbon Budget: Minister for Climate, Energy and the Environment (2 Jul 2025)

Naoise Ó Muirí: I just have two questions. On the national DMAP the Minister referenced, part of me says it is very far away. We seem to be indicating the end of 2027 for a national DMAP. In the context of the risk of that holding up a lot of offshore wind investment, it is critical. How confident are we that we can meet that target for the DMAP to be available, if not bring it forward?

Committee on Climate, Environment and Energy: Carbon Budget: Minister for Climate, Energy and the Environment (2 Jul 2025)

Naoise Ó Muirí: Second, the Minister referenced a few marine projects. Where are we as regards the protection side of the marine areas and the marine protection Act? With all the welcome incoming investment in offshore wind - the Minister has set out the various projects at different stages - I understand the previous Government had marine protection legislation, but it did not progress. It is important...

Committee on Climate, Environment and Energy: Carbon Budget: Minister for Climate, Energy and the Environment (2 Jul 2025)

Naoise Ó Muirí: I thank the Minister. That is good to hear. We will go back around for a second round. Several speakers have indicated. I remind members that this meeting is about the carbon budgets for 2031-35 and 2036-40 and they should please bear that in mind with regard to the 160 MtCO2eq and 120 MtCO2eq figures that have been set out in the budgets. The first speaker is Deputy Daly.

Committee on Climate, Environment and Energy: Carbon Budget: Minister for Climate, Energy and the Environment (2 Jul 2025)

Naoise Ó Muirí: I propose we publish the Minister's opening statement on the committee's website. Is that agreed? Agreed. On behalf of the committee, I thank the Minister and his officials for taking part in our meeting on the extremely important matter of carbon budgets.

Committee on Climate, Environment and Energy: Carbon Budget: Minister for Climate, Energy and the Environment (2 Jul 2025)

Naoise Ó Muirí: It is fair to say from the committee's respective there is huge support for renewables. All of the good work being done in progressing renewables is part of meeting climate targets. Equally, there is a lot of interest in this committee in the marine protected areas Act and seeing those two areas develop hand-in-hand so we end up in the right place. I know it is on the Minister's agenda and...

Written Answers — Department of Justice and Equality: Legislative Measures (3 Jul 2025)

Naoise Ó Muirí: 24. To ask the Tánaiste and Minister for Justice and Equality to outline the progress in establishing a new criminal justice international co-operation office; and if he will make a statement on the matter. [36374/25]

Ceisteanna Eile - Other Questions: Third Level Education (8 Jul 2025)

Naoise Ó Muirí: 108. To ask the Minister for Education and Skills the impact of the increases in the SUSI grant levels introduced in 2024; and if he will make a statement on the matter. [37308/25]

Ceisteanna Eile - Other Questions: Third Level Education (8 Jul 2025)

Naoise Ó Muirí: It is very interesting if you look at the data, particularly for mature students. This is over a period of time. I do not think it is for that particular year but for mature honours degree students aged 23 and over, 71% of SUSI grant recipients completed their degree compared with 65% of those who did not get SUSI support. It seems that mature students get through at a better rate if they...

Ceisteanna Eile - Other Questions: Third Level Education (8 Jul 2025)

Naoise Ó Muirí: That is the point I was making. It looks like the data indicate mature students who get the SUSI support do better in the long run than those who do not. It is a matter of closing the loop over the research and considering it in the long term to understand what happens when levers are pulled. When the Minister pulls levers, it is a case of asking whether he is just bringing more people...

Ceisteanna Eile - Other Questions: Further and Higher Education (8 Jul 2025)

Naoise Ó Muirí: 114. To ask the Minister for Education and Skills if there is a detailed plan on how the National Training Fund will be expanded; and if he will make a statement on the matter. [37309/25]

Ceisteanna Eile - Other Questions: Further and Higher Education (8 Jul 2025)

Naoise Ó Muirí: As I understand it, it is a 1% charge which is collected through employer's PRSI. I was looking at employer's PRSI and could not find it anywhere so I presume it is just buried within the employer's rate. Will the Minister give us a sense of this? It is going up year on year, with buoyancy in employment it should be going up more. Roughly how much does it go up by year on year? That sets...

All-Island Strategic Rail Review: Statements (Resumed) (9 Jul 2025)

Naoise Ó Muirí: We heard recently that the population of the island of Ireland has gone above 7 million for the first time. It is really a great time to be looking at an all-island rail strategy. What is not to like about this strategy? I commend the Minister of State but I also want to commend Eamon Ryan who initiated this strategy a few years ago. It is great that it was done. Rail is a great way to...

Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (10 Jul 2025)

Naoise Ó Muirí: Marino Institute of Education, MIE, based in my constituency, is a teacher training college funded by the Department of education. It produces world class educators who work in Ireland and abroad. I think the Tánaiste visited there in times past. However, MIE has two courses that do not qualify under the free fees initiative - the bachelor of science in education studies and the...
