Pádraig Ó Céidigh: There were four key areas in the submission: polluter pays incentives, efficient use, full recovery not being part of the directive and established practice. Mr. Kelly's view is that we are in compliance by virtue of these four factors. I ask Mr. Bradley to be brief in his response because I want to move on. We are being a little narrow. This is important.
