Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Quarterly Progress Report Strategy for Rented Sector: Department of Housing, Planning, Community and Local Government (18 Jan 2017)

Maria Bailey: Before the next speaker, I would like to clarify that I did not say at the start of the meeting that we would take this pillar by pillar. Deputy Ó Broin may want to ask his questions pillar by pillar, but he can come in as many times as he wants, and it is up to him to decide which pillar he wants to ask about or whether it is all five. There will be no curtailment of time on this.

Maria Bailey: I note the importance of the LIHAF funding. Senator Boyhan identified the Cherrywood SDZ, with which I am very familiar. It has the potential to yield 7,700 units, which demonstrates the importance of the LIHAF fund. I invite Mr. McCarthy to respond.

Maria Bailey: I thank Mr. McCarthy. Our time is up but we will be meeting every week and hope to engage further with him on this. I thank Ms Bairbre Nic Aongusa, Ms Mary Hurley, Mr. David Walsh; Mr. Barry Quinlan and Mr. John McCarthy from the Department of Finance for their continuing engagement with, and commitment to keeping this committee updated. I look forward to meeting them again soon.

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Business of Joint Committee (1 Feb 2017)

Maria Bailey: At the request of the broadcasting and recording services, members are asked to ensure that for the duration of the meeting their mobile phones are turned off completely or switched to airplane, safe or flight mode, depending on the device used. It is not sufficient for them to leave their phones in silent mode as this maintains the level of interference with the broadcasting system. ...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Derelict Sites and Underused Spaces: Discussion (1 Feb 2017)

Maria Bailey: We are here to address the issue of vacant derelict sites and underused spaces. I remind members that there will be two one-hour sessions. I welcome to the first session Dr. Lorcan Sirr, Ms Orla Hegarty and Mr. Mel Reynolds from the Dublin Institute of Technology. I also welcome Mr. Pat Doyle, Mr. Francis Doherty and Mr. Brian Friel from the Peter McVerry Trust. The joint committee is...

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Derelict Sites and Underused Spaces: Discussion (1 Feb 2017)

Maria Bailey: I ask Dr. Sirr to be careful. We are dealing with derelict sites and units and it would be unfair to cross over into other schemes such as the help-to-buy scheme in the context of value and inflating or not inflating prices. As we all know, there are many pieces to this jigsaw which must fit together if Rebuilding Ireland is to work. We are dealing with one piece of the jigsaw today. I do...

I am simply asking Dr. Sirr to be careful in making remarks of that nature because officials from the Department are not here to defend it.

Maria Bailey: I have no problem with that, but I ask everyone present to stick to the topic we are supposed to discuss. While speakers will digress, we should try to stick to the topic as much as possible.

Joint Oireachtas Committee on Housing, Planning, Community and Local Government: Derelict Sites and Underused Spaces: Discussion (1 Feb 2017)

Maria Bailey: I am conscious of time. Mr. Doyle also wants to contribute. Mr. Mel Reynolds referred to the period 2011 to 2015. We did not have a construction industry that was viable back then. To be fair, we have years of catching up to do in that regard.
