Trevor Ó Clochartaigh: If it is only the groundwater, why do people need to re-register the actual septic tank? Even though we are seeing a lot of crime in rural areas, I have never known anybody to steal a septic tank. I do not think a septic tank will move in the lifetime of a house.

There is a system in place, through the planning process, which tells people the specifications for septic tanks if they are building houses.
