Paul Coghlan: Senator Ellis spoke about technology and he may be more conversant with this area than I am but we must not rush ahead of EU targets or limit our negotiating position down the line. Agriculture, business and competitiveness should be at the forefront of our minds as we proceed in this matter. The targets set out in the Bill are higher than those of our EU partners.
