Joint Oireachtas Committee on European Union Affairs: Special EU Programmes Body: Engagement with the Department of Public Expenditure and Reform (26 Jan 2022)

Lisa Chambers: I wish the Minister good morning. I have two very brief questions. First, does the Minister think there have been any negative implications for the programme flowing from the ongoing negotiations on the Northern Ireland protocol? Second, is he in a position to give a few examples of the types of programmes he envisages being funded under this programme?

Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Report and Final Stages (9 Feb 2022)

Lisa Chambers: Now.

Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Report and Final Stages (9 Feb 2022)

Lisa Chambers: A lot has been said about this Bill between Second Stage and Committee Stage. I will not go over old ground, but will take the opportunity once again to thank Eve McDowell and Una Ring for their work in campaigning on this issue. They were undeterred. When they started this campaign it was not easy for them, but despite dealing with and recovering from their ordeals they very bravely took...

Seanad: An tOrd Gnó - Order of Business (1 Mar 2022)

Lisa Chambers: At the outset, I propose an amendment to the Order of Business, namely, that No. 22 be taken before No. 1. I also join with the Leader's remarks with regard to the late John A. Murphy. I also want to extend our condolences on behalf of the Fianna Fáil group to Senator Paul Daly on the passing of his father, Seán Daly, to the Senator's mum and Seán's wife, Mary, and to the...

Seanad: Criminal Justice (Amendment) Bill 2022: First Stage (1 Mar 2022)

Lisa Chambers: I move: That leave be granted to introduce a Bill entitled an Act to amend the Criminal Justice Act 1993, to amend the Civil Legal Aid Act 1995 and to provide for related matters.

Seanad: Criminal Justice (Amendment) Bill 2022: First Stage (1 Mar 2022)

Lisa Chambers: Next Tuesday.

Seanad: Situation in the Middle East: Statements (1 Mar 2022)

Lisa Chambers: I commend Amnesty International on the publication of this report and the immense amount of work that went into researching it, backing up its findings and recommendations, and bringing to the fore an extremely serious situation in the occupied territories and in Israel. The authors of the report understood the gravity of the wording they were using. I do not believe they put pen to paper...

Seanad: An tOrd Gnó - Order of Business (2 Mar 2022)

Lisa Chambers: The Order of Business is No. 1, Sea-Fisheries (Miscellaneous Provisions) Bill 2021, Committee Stage, to be taken at 12.45 p.m. and to adjourn at 2.30 p.m., if not previously concluded; No. 2, statements on the credit union sector, to be taken at 2.30 p.m. and to conclude at 4 p.m., if not previously concluded, with the time allocated to the opening remarks of the Minister not to exceed ten...

Seanad: An tOrd Gnó - Order of Business (2 Mar 2022)

Lisa Chambers: Senator O’Loughlin opened the Order of Business this morning and spoke about the situation in Ukraine, as did many colleagues. Senator Moynihan put it very well when she said it is very difficult to discuss other items of business, given what is happening in Ukraine. It dominates all of our thoughts and hearts in the work that we are doing. Senator O'Loughlin made a particular point...

Seanad: An tOrd Gnó - Order of Business (22 Mar 2022)

Lisa Chambers: The Order of Business is No. 1, motion re referral to committee of the Data Protection Act 2018 (Section 60(6)) (Office of the Ombudsman) Regulations 2022, to be taken without debate on conclusion of the Order of Business; No. 2, Garda Síochána (Compensation) Bill 2021 - Order for Second Stage and Second Stage, to be taken at 4.45 p.m. and to conclude at 6.15 p.m., with the opening...

Seanad: An tOrd Gnó - Order of Business (22 Mar 2022)

Lisa Chambers: If there is definitely no one else coming in the door.

Seanad: An tOrd Gnó - Order of Business (22 Mar 2022)

Lisa Chambers: Senator Currie is just in time.

Seanad: An tOrd Gnó - Order of Business (22 Mar 2022)

Lisa Chambers: I better get going quickly before I get cut off again. I thank all the Members for their contributions on the Order of Business. Just as I was getting to my feet, a number of contributors walked in in a similar fashion, so Senator Currie and I were joking. Senator McGahon kicked off the Order of Business by speaking about the really sad passing of David Hill. I extend my sympathies and,...

Seanad: An tOrd Gnó - Order of Business (22 Mar 2022)

Lisa Chambers: Perhaps the Senator has. I will cede to that. I might add that the debate has already happened among the public. On many issues, the Oireachtas can be way behind where the people are at. Nonetheless we have a job to do and it is timely that we would have a debate in the House on that issue. It will probably be a rolling debate that will evolve over time. Certainly it is something we...

Seanad: An tOrd Gnó - Order of Business (22 Mar 2022)

Lisa Chambers: That is a certain level. They were trying to strike the balance. There were so many workers on the front line including in retail, delivery drivers and every aspect of healthcare, but there was a certain level where they put their lives on the line in a very real way. Trying to identify those was not an easy task but I take the point the Senator is making.

Seanad: An tOrd Gnó - Order of Business (22 Mar 2022)

Lisa Chambers: I have no problem there, a Leas-Chathaoirligh. I take the point. It is a difficult one to get 100% correct. Senator Malcolm Byrne raised the issue of the boil water notice in Wexford town. There was 11 days of a boil water notice there. I recall that the Senator raised the issue in respect of Gorey last year in that E. coli situation. It is no secret that Irish Water is in need of...

Seanad: An tOrd Gnó - Order of Business (22 Mar 2022)

Lisa Chambers: I wish both teams the best of luck and hope they enjoy the game. It is great to see cross-Border sporting engagements with younger people promoting mental health on the island. It is a fantastic event and there should be more of that. When a football is put on the ground anywhere in the world, people know what to do with it so it is a really great leveller. It is lovely to see those...

Seanad: Data Protection Act 2018 (Section 60(6)) (Office of the Ombudsman) Regulations 2022: Referral to Joint Committee (22 Mar 2022)

Lisa Chambers: I move: That the proposal that Seanad Éireann approves the following Regulations in draft: Data Protection Act 2018 (Section 60(6)) (Office of the Ombudsman) Regulations 2022, a copy of which was laid in draft form before Seanad Eireann on 11th March, 2022, be referred to the Joint Committee on Finance, Public Expenditure and Reform, and Taoiseach, in accordance with Standing Order...

Seanad: An tOrd Gnó - Order of Business (23 Mar 2022)

Lisa Chambers: I commend the Leas-Chathaoirleach on his attempt at the Greek language. That was most delightful. I welcome the deputy ambassador to the House and wish her a happy independence day and ask her to convey our condolences to the ambassador on her family bereavement. The Order of Business is No. 1, Health (Miscellaneous Provisions) Bill 2022 - Second Stage, to be taken at 12.45 p.m. and to...

Seanad: An tOrd Gnó - Order of Business (23 Mar 2022)

Lisa Chambers: The Senator made her point not just with brevity but also with efficiency, which is always good. It is much harder to convey a point using fewer words.
