John Gormley: I do not wish to take away from the Senator's work. These are technical amendments to a drafting style. My officials contacted the Office of the Parliamentary Counsel which informed them that this is standard language. The term "as substituted" is not used in this context. I am satisfied that we are using the correct language in this case and I cannot accept these amendments.
