Seán Fleming: One way a country could improve a situation is to engineer over a period of time what it does or produces into sectors that have lower carbon emissions. That is a big ask. It is a long-term strategy. Governments have strategies for long terms, over years and decades. If we were to move into some of those industries, it might be a better way of dealing with this particular issue.
