- Written Answers — Department of Children, Equality, Disability, Integration and Youth: Parental Leave (9 May 2023)
Richard Bruton: 531. To ask the Minister for Children, Equality, Disability, Integration and Youth his plans to extend parental leave in the future; and whether the age limits for children with a disability will be extended. [21143/23]
- Joint Oireachtas Committee on Climate Action: Renewable Energy and Port Capacity: Discussion (16 May 2023)
Richard Bruton: I thank the witnesses for the really interesting presentations. I want to understand the ordering and what the State needs to do. So far, the auctions are only for three on the east coast and one on the west coast. The witness stated that even those are not yet bankable projects. There is a long way to go before we have a stream of bankable projects coming through this and subsequent...

- Joint Oireachtas Committee on Climate Action: Renewable Energy and Port Capacity: Discussion (16 May 2023)
Richard Bruton: Are the models sort of arm's length from the Government, like Enterprise Ireland with its own board and decision making process or are they more public service led?
- Written Answers — Department of Public Expenditure and Reform: Legislative Measures (11 May 2023)
Richard Bruton: 45. To ask the Minister for Public Expenditure and Reform if he has reviewed the operation of the legislation which mandated the preparation of strategy statements, annual reporting against objectives and systematic annual evaluation of a rolling number of key programmes; his views on whether it has achieved its objectives; and if he will make a statement on the matter. [21714/23]
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (18 May 2023)
Richard Bruton: I am sure that, like many Deputies, the Tánaiste is seeing how growing participation in the workplace is exposing weaknesses in childcare supply, particularly in rapidly growing areas such as those I represent on the northern fringe of Dublin. When will the details of the capital programme that is provided for under the NDP for childcare be outlined? When will we see legislation for...
- Consultative Forum on International Security Policy: Statements (18 May 2023)
Richard Bruton: I welcome the Tánaiste's initiative to have a consultative forum on international security. His selection of Louise Richardson as chairperson for that is a good one. Her biography demonstrates she is a committed reformer, decisive in action and not easily browbeaten by those who would seek to divert her. She will be a good chair. It is time we had a serious conversation on all...
- Accommodation Needs for New Arrivals: Statements (23 May 2023)
Richard Bruton: I am delighted to have the opportunity to speak. I will start by thanking the Minister, Deputy O'Gorman, and his colleagues for the work they are doing on our behalf. If one looks at any European country and the challenges they face, it is the political issue of our time. The Minister, Deputy O'Gorman, has handled it extremely sensitively in a very difficult environment. The figures speak...
- Joint Oireachtas Committee on Climate Action: Energy Poverty: Discussion (23 May 2023)
Richard Bruton: I thank the witnesses for the presentations. I am interested in the number of people in arrears and how that could be best addressed in policy terms. How successful is the exceptional needs payment in dealing with these cases? Are other interventions needed? The proposal to extend the fuel allowance to those in receipt of the working family payment seems like quite a sensible idea. They...
- Joint Oireachtas Committee on Climate Action: Energy Poverty: Discussion (23 May 2023)
Richard Bruton: The warmer homes scheme is really for people who receive the working family dividend or are in the fuel scheme. It gives priority to the worst affected. There seems to be criticism of the scheme but it seems to me to be pretty well targeted. We can always say it should scale up but when a scheme is free, there will be a lot of people queueing to get it. It is a very generous scheme.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Employee Experiences of Technological Surveillance in the Financial Services Sector: Discussion (24 May 2023)
Richard Bruton: I apologise for missing the start of the discussion, which was because I had to attend another meeting. If I am repeating a question that was already answered, the witnesses need not answer it again. I am interested to know what the precedents are for proportionality in this sphere. Obviously, employers have to monitor for any illegal activity that could occur on their network. There is...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Employee Experiences of Technological Surveillance in the Financial Services Sector: Discussion (24 May 2023)
Richard Bruton: What about profiling, which involves scraping around looking for stuff? Is that legitimate?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Employee Experiences of Technological Surveillance in the Financial Services Sector: Discussion (24 May 2023)
Richard Bruton: Yes.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Employee Experiences of Technological Surveillance in the Financial Services Sector: Discussion (24 May 2023)
Richard Bruton: The implications of this are potentially far-reaching. There is potential use of personal data, profiling people, going into people's private lives to decide suitability for promotion, etc. It is a minefield. I do not where we should stick our oar to try to guide the boat. I thank the witnesses for their engagement, which has been very thought-provoking.
- Written Answers — Department of Foreign Affairs and Trade: Electoral Process (16 May 2023)
Richard Bruton: 141. To ask the Minister for Foreign Affairs and Trade if his Department will consider adding persons with a disability to the roster of persons who act as election observers in other jurisdictions, as has been recommended by an Oireachtas Committee; and if he will make a statement on the matter. [22517/23]
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (25 May 2023)
Richard Bruton: One of the things that has been graciously welcomed in recent years is the expansion of autism spectrum disorder, ASD, units in many of our schools. However, I am finding that this expansion is displacing childcare facilities and that there is a scarcity of places, particularly for younger children. This is rampant across my constituency and I am sure it is the same across the...
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (25 May 2023)
Richard Bruton: Many schools that had spare classrooms allowed childcare facilities to be established there but now the priority is to children in the schools, so they have to ask those childcare providers to leave to put in the ASD units.
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (25 May 2023)
Richard Bruton: Not for childcare.
