The committee has been discussing section 18 and Deputy Smithhad tabled amendment No. 21 which, as she is aware, has been ruled out of order. Deputy Kenny informed me that she was on her way so she has an opportunity to speak, but the amendment has been ruled out of order.

John Curran: This cannot be brought forward by way of an amendment. I gave the explanation for that but the Deputy was not here at the time. This amendment would pose a charge on the Exchequer which is not permitted under Standing Order 179(3), and the amendment cannot be moved at this time. I now need to proceed to deal with the section.
