- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (1 Feb 2017)
Thomas Pringle: Is that because the work of the forum has been too onerous for ordinary users, or is there something the forum can do to sustain that membership?

Thomas Pringle: That makes two of us.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: Public Water Forum (1 Feb 2017)
Thomas Pringle: I have two further questions. Dr. Collins said that at this stage the forum has not carried out much engagement with the wider public. Is there a plan to roll that out further to develop awareness? I note that all the meetings are held in Dublin. If there is a plan to reach out into the regions it might help to build awareness of the work of the forum.

- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing: Discussion (7 Feb 2017)
Thomas Pringle: To add to the conversation about the newspaper circulation in the area, Donegal County Council has been pulled up by the European Commission for using the Donegal Democratfor public notices in the Inishowen area as it is a paper which does not circulate widely in the area. An assessment of newspaper circulation in the area should feed into any review process. It is one thing to say a...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing: Discussion (7 Feb 2017)
Thomas Pringle: With regard to licensing, what consideration is given to the number of licences applied for and granted, or in the process of being applied for and granted, in respect of a particular bay when new applications are being examined? Will the licensing continue until the area available for licensing is filled up? When examining an application, what consideration is given to the residential...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing: Discussion (7 Feb 2017)
Thomas Pringle: With regard to spatial planning within the foreshore, is it the view of the Department that legislation will be required to enable that to take place?

Thomas Pringle: It cannot be done without the legislation.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing: Discussion (7 Feb 2017)
Thomas Pringle: In the context of the backlog in the number of licences being granted for bays because of the appropriate assessments, does that mean in ten years' time all of those licences will be due for renewal at the same time? If that is the case, there will be a big backlog again. Will steps be taken to ensure that the process continues to function?

- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)
Thomas Pringle: I will try not to ramble on. I have two questions, mainly for the Department. To go back to the response to an earlier question, it was said 26% of the capital funding was provided by domestic water charges within Irish Water. Is it not the position that the Government provides all of the capital and that the figure of 26% is not exactly accurate? Will Ms Graham explain and expand on this?
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)
Thomas Pringle: Regarding the figure of 26% referenced earlier, does Irish Water fund the cost of borrowing, that is to say, the interest on it?
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)
Thomas Pringle: It funds the actual-----
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)
Thomas Pringle: One of the obstacles that is constantly mentioned - it has been mentioned a number of times today - is certainty of funding for Irish Water. In a situation where the State is the sole customer of Irish Water, obviously it will bill the State every year. Is that not funding of a different type from the one about which Ms Graham has spoken in terms of certainty of funding? The State can...
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)
Thomas Pringle: The model proposed by the expert group is that the utility presents a bill to the State. There is not that level of uncertainty if it is a liability on the State rather than a decision it can make on how much it will give Irish Water.
- Joint Oireachtas Committee on the Future Funding of Domestic Water Services: NewERA, National Treasury Management Agency (7 Feb 2017)
Thomas Pringle: It is a bill that has to be honoured rather than being part of the budgetary process.
