- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (24 Apr 2013)
Jim Walsh: On the last day a number of us asked Deputy Durkan to examine his amendment. There is not a rigid adherence to the motion having to be passed but we want something substantive in any amended motion. Could we have that response?
- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (24 Apr 2013)
Jim Walsh: Obviously we would not have tabled the motion unless a group of us felt strongly on this issue, particularly on the infringement of human rights. I am motivated by a young man of 37 years of age who was at the forefront of this, as barristers often find themselves. His family is left without a valued member. We must stand over human rights. This country has had a proud and strong record...
- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (24 Apr 2013)
Jim Walsh: I refute the suggestion that the language in the motion was in some way incommensurate with parliamentary procedure. It was commensurate with it. The motion was circulated to all members of the committee. Some members asked for it to be amended and that was done. I remind Deputy Durkan of a private conversation I had with him. I will not disclose the details of it. I ask him to reflect...
- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (24 Apr 2013)
Jim Walsh: I am prepared to agree with that. It is a good suggestion. What I want is for us to have a motion that reflects the seriousness of the crime. We must be cognisant of the fact that a widow and a mother are grieving a son and a husband. I do not know what process was followed in the US, but I am sure we could find out. There, some 18 names have been listed and those persons are banned from...
- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (24 Apr 2013)
Jim Walsh: It was circulated to members.
- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (24 Apr 2013)
Jim Walsh: On a point of order, I do not feel Deputies Byrne and O'Sullivan have any obligation to consult with me on it. They have heard the debate and the merits of the proposal. The reason I suggested four should be involved was so that when it came back to us, it would probably lead to a situation where we would have agreement and consensus.
- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (24 Apr 2013)
Jim Walsh: Okay.
- Joint Oireachtas Committee on Foreign Affairs and Trade: Arms Trade Treaty: Discussion (24 Apr 2013)
Jim Walsh: I attended the conference the first week when the delegates were trying to get consensus, which was achieved last July. I would like to acknowledge that almost 18 months ago many members here, and over 60 of our colleagues in the House, signed a declaration calling on the UN to adopt the arms trade treaty. This has now happened and I acknowledge the support of the Tánaiste and the...
- Joint Oireachtas Committee on Foreign Affairs and Trade: Arms Trade Treaty: Discussion (24 Apr 2013)
Jim Walsh: I cannot add any more to it. Is it not a wonderful argument for maintaining the Upper House that it has people who have access to these places?
- Joint Oireachtas Committee on Foreign Affairs and Trade: Arms Trade Treaty: Discussion (24 Apr 2013)
Jim Walsh: Parliamentarians for Global Action, of which I believe Deputy Byrne is a member, has been proactive on this subject and has played a significant role internationally in this regard. It is now organising regional seminars in various areas of the world to get countries to sign up to it. Once we sign up, we will then have to endorse it in our legislation and that will give it effect....
- Seanad: Order of Business (30 Apr 2013)
Jim Walsh: I, too, extend my sympathy to the families of Dick Barry and Harry Blaney. I was not acquainted with Dick Barry, but I knew Harry Blaney for many years when he was in this House and before when we were both members of the General Council of County Councils. He was an absolute gentleman, one whose heart was always in the right place. He epitomised the ethos and values within our party and...
- Seanad: Order of Business (30 Apr 2013)
Jim Walsh: I am asking that we have that debate and I appeal to people in all parties who are conflicted between their loyalty to their party and what their conscience is telling them not to allow anyone to abrogate their conscience. We have seen examples of people saying to their personal disadvantage where they will stand on this issue, particularly people in the Labour Party.

- Seanad: Order of Business (30 Apr 2013)
Jim Walsh: I want to finish by paying tribute to Brendan Corish, a man for whom I had the greatest admiration and with whom I served on Wexford County Council when I was first elected.
- Seanad: Order of Business (30 Apr 2013)
Jim Walsh: He had the values that are being betrayed by the current leadership of the Labour Party.
- Joint Oireachtas Committee on Foreign Affairs and Trade: Business of Joint Committee (1 May 2013)
Jim Walsh: I fully support Deputy Smith's argument. I do not know if anybody else received it but I received a communication from a group that quoted Archbishop Nassar of Damascus. He is a Maronite archbishop and is very much in the firing line. I met him last year at a conference. He is a very funny man but was very restrained in what he could say by what is happening in Syria. This particular...
- Joint Oireachtas Committee on Foreign Affairs and Trade: Business of Joint Committee (1 May 2013)
Jim Walsh: He is still in Damascus.
- Joint Oireachtas Committee on Foreign Affairs and Trade: Business of Joint Committee (1 May 2013)
Jim Walsh: He had a difficulty. Are we on air?
- Joint Oireachtas Committee on Foreign Affairs and Trade: Business of Joint Committee (1 May 2013)
Jim Walsh: I did not know that. He was quite concerned about what he could say and the difficulties it could land him in. If we could do some exploratory research in that area, it would be a useful input into anything we might decide and pursue.
- Joint Oireachtas Committee on Foreign Affairs and Trade: Trade Promotion: Discussion with American Chamber of Commerce Ireland (Resumed) (1 May 2013)
Jim Walsh: I welcome the delegates and thank them for the information provided. Two issues were highlighted, the high level of foreign direct investment we have vis-à-vis other countries and the fact that in recent years this has accelerated. Another highlight is that we have 115,000 people employed in American companies here, while in the States, there are 120,000 people employed in Irish...
