Fishing Industry. (26 Jun 2008)

Éamon Ó Cuív: The rural social scheme, RSS, was established to provide income support for low income farmers and fisherpersons who are in receipt of certain specified social welfare payments and to provide certain services of benefit to rural communities. The renewal process, for the fifth year of the rural social scheme, to commence on 26 July 2008, is currently under way. All rural social scheme...

Fishing Industry. (26 Jun 2008)

Éamon Ó Cuív: What the Deputy appears to be saying, if I understand him correctly, is that the reason the fishermen, to whom he has referred, are not eligible is because of the means test.

Fishing Industry. (26 Jun 2008)

Éamon Ó Cuív: Fish assist or farm assist is based on 80% of one's income over the actual period. My understanding — I stand corrected if I am wrong — is that if one has a dramatic fall in income from a self-employed basis and one applies for farm assist or fish assist, the Department will take that into account. It is not obliged to take the full previous year's income into account.

Fishing Industry. (26 Jun 2008)

Éamon Ó Cuív: I am not a social welfare expert but it seems to me there is an income issue in regard to means testing. For argument sake, let us keep the rural social scheme aside. The Deputy said the person has no income.

Fishing Industry. (26 Jun 2008)

Éamon Ó Cuív: The Department takes that into account. I suggest the Deputy raise that matter with the Minister for Social and Family Affairs. I must have some way of gauging a person's income, the reason for which is simple. There are only 2,600 places and we want to direct them towards those on low income. For example, there could be a fisherperson who had other business interests or whose spouse or...

Fishing Industry. (26 Jun 2008)

Éamon Ó Cuív: That is a good question. Initially we assumed that if one had a herd number one was an active farmer. I recall that somebody in the Deputy's county wrote to the Department complaining that a person in receipt of the rural social scheme was not a farmer, that the herd number was inactive and long dead. The person had no cattle or sheep but had the herd number. That issue posed a dilemma....

Fishing Industry. (26 Jun 2008)

Éamon Ó Cuív: We specified that one had to be an active farmer. On the form one must prove, in any one of four ways, that one is an active farmer. For example, a letter from the DVO stating that one has an active herd number, that is, the DVO has a record of one having stock, would suffice. Also a copy of one's area aid application for the current year would suffice. If the person has a problem I...

Plean Náisiúnta na Gaeilge. (26 Jun 2008)

Éamon Ó Cuív: Faoi mar atá curtha in iúl don Teach cheana, bunaíodh an Coiste Rialtais a luann an Teachta chun breathnaithe ar shaincheisteanna a thagann chun cinn i gcomhthéacs na hanailíse agus na moltaí sa tuarascáil a d'eascair ón Staidéar Teangeolaíoch ar Úsáid na Gaeilge sa Ghaeltacht. Bhí an chéad cruinniú den Choiste ann ar 10 Aibreán 2008. Ag éirí as ath-ainmniú an Rialtais ar...

Plean Náisiúnta na Gaeilge. (26 Jun 2008)

Éamon Ó Cuív: Fágfaidh mé an píosa deiridh sin faoin Cheann Comhairle agus faoi Choimisiún Thithe an Oireachtais. Tá sé fíor — thóg mé faoi deara é. Fágfaimid é sin sin ar leataobh. Tá obair an choiste aireachta ag dul ar aghaidh. Leag mé amach an chaoi ina bhfuil an obair ag dul ar aghaidh go díreach i gcomhthéacs an phlean don Ghaeilge. Ní bheidh mórán cruinnithe don fhochoiste...

Scéimeanna Teanga. (26 Jun 2008)

Éamon Ó Cuív: Tá 79 scéim teanga, a chlúdaíonn 141 comhlacht poiblí ar fad, daingnithe agam agus foilsithe go dáta. Sa bhreis ar sin, tá 37 scéim teanga nua eile, a chlúdaíonn 69 comhlacht poiblí, á n-ullmhú. Ba mhaith liom a lua chomh maith go mbeidh tréimhsí ama na gcéad scéimeanna teanga, a dhaingnigh mé i 2005, ag teacht chun deiridh i 2008. Dá bhrí sin, i gcomhréir le...

Scéimeanna Teanga. (26 Jun 2008)

Éamon Ó Cuív: Níl. Is muidne a thionscnaíonn an t-éileamh le haghaidh scéimeanna, srl. Is sinne a scríobhann chucu chun scéimeanna a iarradh. Is fúinn atá sé. Ar ndóigh, níl ach achmhainní áirithe taobh istigh den Roinn leis an obair seo a dhéanamh. Is fearr é a dhéanamh go slachtmhar. Má bhreathnaimid ar na comhlachtaí Stáit ar fad, feicimid go bhfuil baint an-bheag ag cuid acu...

Scéimeanna Teanga. (26 Jun 2008)

Éamon Ó Cuív: Faoin dlí, caithfear freagra a thabhairt. Caithfear plean a réiteach laistigh de sé mhí agus níl aon rogha faoi sin. Más buan mo chuimhne, sin mar a leag muid síos sa dhlí nuair a d'achtaigh muid é. Ní fios domsa go bhfuil éinne ann a dhiúltaigh plean a réiteach nuair a iarradh orthu sin a dhéanamh. Maidir leis na húdaráis áitiúla, iarrfaidh mé ar oifigigh na Roinne...

Scéimeanna Teanga. (26 Jun 2008)

Éamon Ó Cuív: Bheadh súil agam go mbeadh agus tá sé tábhachtach go mbeadh. Níos tábhachtaí ná sin, tá obair le déanamh anois, go mór mhór nuair atá seans ag comhlachtaí, agus iad ag teacht isteach sa dara scéim taithí a fháil ar an gcéad scéim agus na fadhbanna a d'éirigh leis. Tá sé fíor thábhachtach go ndéanann muid cinnte go bhfuil na scéimeanna nó na pleananna foirfe iontu...

Written Answers — Irish Language: Irish Language (26 Jun 2008)

Éamon Ó Cuív: As I indicated in my response to Questions Nos. 14 and 16 on 15 May 2008, progress has been made on two fronts in respect of the public consultation process element of compiling a 20 year Strategy for the Irish language. Firstly, public meetings have taken place over the period 30 April to 14 May in Cork, Limerick, Dublin, Galway and Sligo. Secondly, a survey that was devised to facilitate...

Written Answers — Rural Development: Rural Development (26 Jun 2008)

Éamon Ó Cuív: My Department currently provides support for the development of rural enterprises under a number of schemes and programmes, including the Rural Social Scheme, the Community Services Programme, the Enterprise Scheme for non-Gaeltacht offshore islands, and the LEADER programme 2001–2006, which will close shortly. Each of these schemes and programmes encourage social and economic development,...

Written Answers — Nuachtáin Gaeilge: Nuachtáin Gaeilge (26 Jun 2008)

Éamon Ó Cuív: Mar is eol don Teachta, cuireann Foras na Gaeilge maoiniú ar fáil chun Foinse agus Lá Nua a fhoilsiú. Tuigim ón bhForas go mbeidh deireadh leis na conarthaí reatha ar 31 Nollaig 2008. Tuigim freisin go bhfuil próiseas comhairliúcháin maidir le foilseachán nuachtán Gaeilge ar siúl ag an bhForas i láthair na huaire agus go rabhthas ag glacadh le haighneachtaí ón bpobal go dtí...

Éamon Ó Cuív: Tógfaidh mé Ceisteanna Uimh 18 agus 40 le chéile.
