- Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised) (21 Feb 2023) Richard Bruton: If the Minister of State is providing some information, perhaps he could give me an update on the dump in Belcamp in due course. On the circularity section, I do not think I need to tell the Minister of State the context and impact indicators being offered here are wholly inappropriate to meet the circular economy challenge I know he has set for himself. From his own Department or with the...
- Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised) (21 Feb 2023) Richard Bruton: I thank the Minister of State for his reply. He is right, and one of the CIRCULÉIRE projects he refers to is the recovery of injectables. Plastic injectables are being recovered in a successful project so there is no sector that is out of bounds. The key issue will be what targets the Department sets. Is the Department any closer to deciding if there will be a reuse target in...
- Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised) (21 Feb 2023) Richard Bruton: The Department could have a target to reduce material use or it could have a reuse or recycling target. It could also have one of the broader indicators of impact that are being developed. The French have brought in a repairability rating that has to be produced on labelling. It would be interesting to see the flavour of things like that. I know the Government cannot impose those targets...
- Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised) (21 Feb 2023) Richard Bruton: I suggest the Minister of State ask the EPA to suggest a framework to be adopted by the Government and that all Departments be required to follow such an EPA-recommended framework. It would be something like that; I do not want to try to make one up.
- Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised) (21 Feb 2023) Richard Bruton: In the area of energy efficiency we ask for reports on the extent to which the use of energy is being reduced and on energy efficiency. My suggestion would be similar. The EPA could suggest a framework that would be relatively easy to apply and people would then be required to report against that framework. We would then start to get some sort of benchmark of where we are and a steady...
- Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised) (21 Feb 2023) Richard Bruton: They already do that. It is already measured. Therefore, it is a question of introducing a new dimension and measuring green procurement. Material efficiency and energy efficiency would become criteria that would be reported by public bodies. I suggest something along those lines; I am not being prescriptive.
- Ceisteanna Eile - Other Questions: Sports Funding (21 Feb 2023)
Richard Bruton: 84. To ask the Minister for Culture, Heritage and the Gaeltacht if the new sports capital round has considered a protected pot of money for rapidly growing neighbourhoods, particularly in new areas where there is no strong network of clubs in place; and if the next round will soon be opened. [8394/23]
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (22 Feb 2023)
Richard Bruton: I wish to raise a concern about the continued incursion into Dublin Airport's airspace by private drones. Are there plans to step up or improve detection methods? Is there potential for the modification of technology to deliver better outcomes? Can we be more effective in the area of enforcement? This is a source of considerable concern and disruption. We need to get to grips with it.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Employment Strategy and Impact on Disabled Persons in the Workplace: Discussion (22 Feb 2023)
Richard Bruton: I thank the witnesses for their input. I am struck by what Mr. Hannafin said about our being behind other European countries in regard to the proportion of people who get access to employment. What are the features of the regimes of other countries that we could perhaps learn from? From what they are saying there seem to be joined-up pathways. There are many individual pathways but they...
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Employment Strategy and Impact on Disabled Persons in the Workplace: Discussion (22 Feb 2023)
Richard Bruton: I am more interested in what other European countries are doing. Are there ideas we could pick up from some of those countries?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Employment Strategy and Impact on Disabled Persons in the Workplace: Discussion (22 Feb 2023)
Richard Bruton: Is that the responsibility of Solas or the ETBs?
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Employment Strategy and Impact on Disabled Persons in the Workplace: Discussion (22 Feb 2023)
Richard Bruton: Would Mr. Stewart like to comment on remote working? I may be overstaying my welcome.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Employment Strategy and Impact on Disabled Persons in the Workplace: Discussion (22 Feb 2023)
Richard Bruton: I would say I have outstayed my welcome. I will wait for the next opportunity.
- Joint Oireachtas Committee on Jobs, Enterprise and Innovation: Employment Strategy and Impact on Disabled Persons in the Workplace: Discussion (22 Feb 2023)
Richard Bruton: I found those comments very useful. If we are to report on this, it will probably be a matter of focusing on the OECD and the possible role of SOLAS or education and training boards in filling the gaps. Are there exemplars in the public or private sector who could become ambassadors for increasing the proportion of employers who engage and feel comfortable in the knowledge that they can...

- Written Answers — Department of Foreign Affairs and Trade: Irish Prisoners Abroad (21 Feb 2023)
Richard Bruton: 338. To ask the Minister for Foreign Affairs and Trade if he will outline the position of an Irish citizen (details supplied) detained in Iran; and the efforts being undertaken to secure their release. [8257/23]
- Policing, Security and Community Safety Bill 2022: Second Stage (Resumed) (23 Feb 2023)
Richard Bruton: I am grateful for the opportunity to speak on this Bill. I welcome the Bill, which seeks to set policing on a 21st century footing. Some of the things enshrined in it are probably long overdue, but it is very important they are now there. It is vital for any organisation to have a clear set of purposes set out in law, in addition to good management structures, strong external oversight,...
- Written Answers — Department of Rural and Community Development: Environmental Policy (23 Feb 2023)
Richard Bruton: 16. To ask the Minister for Rural and Community Development if her Department has assessed the potential for the rural economy of the development of circular economy strategies; and the extent to which initiatives with a focus on more sustainable use of products and materials, and on recovery and reuse are figuring among projects receiving support from her Department. [8133/23]
- Written Answers — Department of Rural and Community Development: National Broadband Plan (23 Feb 2023)
Richard Bruton: 57. To ask the Minister for Rural and Community Development if her Department has assessed the potential of the high-speed broadband network to create potential for rural development and the number of projects emerging for support from her Department’s programmes which utilise its potential. [8132/23]
