- Written Answers — Department of Housing, Planning, and Local Government: Ukraine War (1 Dec 2022)
Richard Bruton: 197. To ask the Minister for Housing, Planning, and Local Government the measures, if any, under the remit of his Department that he proposes to introduce to address the needs of persons arriving from Ukraine. [56962/22]
- Select Committee on Jobs, Enterprise and Innovation: Estimates for Public Services 2022
Vote 32 - Enterprise, Trade and Employment (Supplementary) (30 Nov 2022) Richard Bruton: I thank the Minister of State for coming in. I have a few questions. The first is on the temporary wage subsidy scheme. We had representatives of various sectors before the committee and many of them feared the impact of energy costs, in particular on some more vulnerable sectors. Essentially, what is worth considering is whether particular sectors will be confronted with difficulties...
- Select Committee on Jobs, Enterprise and Innovation: Employment Permits Bill 2022: Committee Stage (30 Nov 2022)
Richard Bruton: I can see the case for seasonal contracts. There are seasonal contracts in all sorts of sectors. Clearly, if people from outside the EU are coming in on permits, we need to be particularly careful. I would be interested to hear how this proposed registration system will work. What will be the expectation of employers who register and establish a need? What sorts of protections might be...
- Select Committee on Jobs, Enterprise and Innovation: Employment Permits Bill 2022: Committee Stage (30 Nov 2022)
Richard Bruton: I also see the merit in this amendment. We are well past the point where we would have indentured workers who are in some way tied to an employer. I know employers have to demonstrate they have looked for recruits elsewhere and they have to place some ads. The 12-month period is reasonable in that the employer at least gets some continuity for the period and the effort that was put in, but...
- Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)
Richard Bruton: I thank the witnesses for their very interesting presentations. I question whether we can reasonably expect journalists to drive change. Government seeks change, I do not think journalists see it as their job to support the Government in that. What we need from journalism is assurance that false facts will be challenged and not that it will get into the job of the Government in trying to...
- Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)
Richard Bruton: The UK is ahead of us. I understand that they have made bigger efforts. It is not singling Dr. Lunn out.
- Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)
Richard Bruton: No, they have one. They have to opt in to having a tariff choice, that is the point. They get a smart meter automatically and it is fitted in their door but then we are told at one stage that only 4% of households had taken up the opportunity to manage their energy. If the default was that people did not get the tariff change, you might get a better outcome.
- Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)
Richard Bruton: My second question was on how you design good system change.
- Joint Oireachtas Committee on Climate Action: Role of Media and Communications in Actioning Climate Change: Discussion (29 Nov 2022)
Richard Bruton: I am interested in hearing the witnesses' insight into a couple of things. A lot has been done in France. There was a massive reaction with the mouvement des gilets jaunes. Are there lessons to be learned from that, which was quite a jolt to the system? The National Economic and Social Council, NESC, did some work on how to frame this discussion and it came up with the concept of appealing...
- Ceisteanna Eile - Other Questions: Crime Prevention (6 Dec 2022)
Richard Bruton: 17. To ask the Tánaiste and Minister for Justice and Equality if she will outline the impact to date of new approaches to crime in areas of high incidence of crime and high risk of young people being recruited into a life of crime, and if there are lessons for the future. [60453/22]
- Written Answers — Department of Finance: Insurance Coverage (7 Dec 2022)
Richard Bruton: 19. To ask the Minister for Finance if he has had discussions with the insurance industry regarding the withdrawal of flood cover in locations in which mapping has revealed a long-term vulnerability to flooding from rising sea levels; and if a protocol is in place to ensure that householders can benefit in insurance costs when substantial flood alleviation investments are made by the Office...
- Ceisteanna Eile - Other Questions: Home Care Packages (8 Dec 2022)
Richard Bruton: How far are we from achieving consistency in the delivery of home care packages? CHO 7 is highlighted in the question, but I would also like to hear what progress is being made in developing the statutory home care system, which I understand is being piloted? I believe this would achieve the sort of consistency we have not been able to deliver to date.
- Ceisteanna Eile - Other Questions: Home Care Packages (8 Dec 2022)
Richard Bruton: I commend the Minister of State on her efforts. I am interested to know how close she is to getting some sort of consistency across the country. The intent of the statutory home care scheme being piloted is to achieve consistency in standards and access. Are we in a position to plan for the delivery of that statutory scheme? That would give staff more confidence in the long-term prospects...
- Ceisteanna Eile - Other Questions: Home Care Packages (8 Dec 2022)
Richard Bruton: I need not remind the Minister of State of what the Minister said recently when answering questions about Beaumont hospital. The big problem is that we have a very expensive resource but delayed discharges because we do not have this service. I remind the Minister of State, although I do not think she needs reminding, that this is key to the efficient working of the entire health service.
- Ceisteanna Eile - Other Questions: Hospital Waiting Lists (8 Dec 2022)
Richard Bruton: 7. To ask the Minister for Health if he will indicate the new capacity planned for 2023 in clearing waiting lists within the public system and through the NTPF; the estimated number of additional outpatient first-time consultations and the number of additional procedures which will be facilitated in each case; and if he will make a statement on the matter. [60854/22]
- Ceisteanna Eile - Other Questions: Hospital Waiting Lists (8 Dec 2022)
Richard Bruton: I know €450 million has been set aside for next year to address waiting lists. What can this deliver in terms of the number of procedures? In respect of interventions delayed during Covid being prioritised, how will that work?
- Ceisteanna Eile - Other Questions: Hospital Waiting Lists (8 Dec 2022)
Richard Bruton: I know the NTPF has tended to prioritise certain high-volume procedures. Will the resources be concentrated on those or can we expect the NTPF to extend the procedure list? How is it proposed by Dr. Colm Henry or others to identify the delayed interventions that occurred during Covid and have no doubt resulted in a need to reassess the priority of different patients on the list? Will there...
- Ceisteanna ar Pholasaí nó ar Reachtaíocht - Questions on Policy or Legislation (8 Dec 2022)
Richard Bruton: This week, we were reminded at COP15 that material use is now heading towards three times what nature can replenish in a year. I welcome yesterday’s publication of the Tánaiste’s enterprise White Paper, which stated that the transition to carbon neutrality and environmental soundness will be a central plank and that you do not see it as a threat to our competitiveness but...
- Written Answers — Department of Justice and Equality: Sentencing Policy (6 Dec 2022)
Richard Bruton: 21. To ask the Tánaiste and Minister for Justice and Equality if she will outline the work that her Department has done on the appropriate levels of sentencing as embodied in our laws and in the practice of the Courts; and if she will outline the changes that are needed and anticipated. [60452/22]
- Written Answers — Department of Public Expenditure and Reform: Covid-19 Pandemic (6 Dec 2022)
Richard Bruton: 198. To ask the Minister for Public Expenditure and Reform the sick leave entitlements of public servants who get long-Covid and if he plans to extend the leave period of support in light of the long-lasting effects which have been documented. [60850/22]
