- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (17 Apr 2013)
Jim Walsh: If any of my colleagues who appended their names to the motion wish to add anything, they can do so. I will be brief. We heard about the situation from Mr. William Browder of Hermitage Capital Management. Motions have been passed at OECD and Council of Europe level which condemn what happened, call for the perpetrators to be pursued and for the imposition of sanctions on them. The motion...

Jim Walsh: We are dealing with my motion today.
- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (17 Apr 2013)
Jim Walsh: I disagree with the comments made about the ambassador's letter. His letter has been enormously effective because we now have a much diluted amendment that seeks very little specific action. I have no difficulty with Deputy O'Sullivan's comments. I do not feel proprietorial about the matter. I amended the motion in accordance with the wishes of some people to include the point made by...
- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (17 Apr 2013)
Jim Walsh: The motion needs to be action oriented and specific. I do not mind what the wording is as long as something is added. It might be a request to stop the posthumous trial. A list of people must be produced. Ultimately, if we do not take that route then we will be endorsing a situation where people can be murdered, their funds sequestered for personal advantage in Russia and then lodged...
- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (17 Apr 2013)
Jim Walsh: On a point of information, we are all appalled at what we heard about Uganda but none of those caveats was applied to that country. As Deputy Durkan has said, the discussion is about not bending to pressure from a stronger power. We should not bend under the pressure.

Jim Walsh: I must run to vote in the Chamber but I shall return.
- Joint Oireachtas Committee on Foreign Affairs and Trade: The Case of Mr. Sergei Magnitsky: Motion (Resumed) (17 Apr 2013)

- Joint Oireachtas Committee on Foreign Affairs and Trade: EU Foreign Affairs Councils: Discussion with Tánaiste and Minister for Foreign Affairs and Trade (17 Apr 2013)
Jim Walsh: I am just asking the Tánaiste what is happening at EU level in regard to it. Is it up for discussion as part of the bilateral discussions with Russia? This is very pertinent given our interest in the case. The final issue I wish to raise concerns Iraq and Iran. At a dinner three years ago at which Mr. Dick Cheney was present, I had the opportunity to raise the Iraq-Iran situation....
- Seanad: Order of Business (18 Apr 2013)
Jim Walsh: I ask the Deputy Leader to arrange for the Minister for Public Expenditure and Reform to come to the House for an early debate in light of the vote on Croke Park II. It is imperative that the choices being made by Government are fair. Previously I raised the issue of housing grants for the elderly, the disabled and mobility grants, all of which have been cut. My own County Wexford has had...
- Seanad: Order of Business (18 Apr 2013)
Jim Walsh: Senator Bacik is referring to a pro-abortion doctor. He sent his sister-in-law in here during the health committee hearings. The man's opinion on the issue is on the record.
- Seanad: Order of Business (18 Apr 2013)
Jim Walsh: Senator Bacik is giving her own opinion, which is pro-abortion.
- Seanad: Order of Business (18 Apr 2013)
Jim Walsh: If I said it, I would not withdraw it because it would be true.
- Seanad: Order of Business (18 Apr 2013)
Jim Walsh: We are allowed to speak the truth in this House.
- Seanad: Order of Business (18 Apr 2013)
Jim Walsh: That would not suit Senator Bacik's agenda.
- Seanad: Order of Business (18 Apr 2013)
Jim Walsh: What about the debate on housing aids for the elderly and grants for disabled people?
- Seanad: Order of Business (24 Apr 2013)
Jim Walsh: I fully concur with what Senator Feargal Quinn stated in regard to the cost of medical procedures in this country. For a long time we have observed medical inflation at levels which are unsustainable. The debate sought by Senator Quinn would be a good and useful starting point for us in regard to this entire area, which obviously reflects badly on our Department of Health and on the HSE ....
- Seanad: Order of Business (24 Apr 2013)
Jim Walsh: I am well able to speak without others in the House assisting me and ask that I be afforded the courtesy to continue.
- Seanad: Order of Business (24 Apr 2013)
Jim Walsh: I will conclude by saying that there was a very good article by Senator Healy Eames in the Sunday Business Post last Sunday. Often times when the Leader ---
- Seanad: Order of Business (24 Apr 2013)
Jim Walsh: Will the Leader and the Committee on Procedure and Privileges consider having debates in this House with people who publish very good, well-thought out, measured papers? Such people could lead the debate in this House and make a useful contribution to public policy.
- Joint Oireachtas Committee on Foreign Affairs and Trade: Overseas Development Issues: Discussion with Centre for Global Development and GOAL (24 Apr 2013)
Jim Walsh: I welcome Mr. Andrews and compliment him on the work he and his organisation are doing. In respect of the number of children, which Deputy Smith mentioned, and the 1.3 million seeking refuge in neighbouring countries, has any consideration been given to the effects on neighbouring countries? Deputy Nash and I visited Lebanon a few months back and visited refugee camps on the Syrian border....
