Denis O'Donovan: The constitutional interpretation of section 1 is very narrowly focused. There will be ample room for points that can be made on later sections. We should not lose sight of two points: first, that the amendment proposed by Senator Walsh has been ruled out of order, and second, that we are dealing with the technical name of the Bill, be it wrong or right.
