Charles Flanagan: On the matter of the third anomaly, the UK 3G network, many of the commission's staff, Mr. O'Brien included, reside in the United Kingdom. Does anybody on the staff engage in any work practices outside the office or have recourse to any mobile phones within the United Kingdom? It would strike me that Mr. O'Brien, as somebody who resides in the United Kingdom, would have a UK phone.
