Paul Coghlan: We are all in total shock with regard to the picture that appears to be emerging with regard to the current budgetary position, which is much worse than we were previously led to believe. Matters have reached such a pass that one is obliged to inquire as to whether the position was masked or whether we were misled by the Government in respect of it.
