John O'Mahony: I am trying to see if there is some consensus. Mr. Scallan states that a permit system that would enable his company to transport its goods would not affect the situation of which Deputy Seán Kenny spoke. In other words, there is a solution that will not change anything.

John O'Mahony: My understanding is that one must get a series of permits along the way, for example, from Wexford to Ballinasloe. Am I correct in that interpretation, and that this increases the amount of administration required?

John O'Mahony: I wish to back up what Deputy O'Donovan just said. The headquarters of the RSA are in Mayo but there is not a centre in Ballina, for instance. Perhaps that could be examined. The bookings initiative is welcome because an initiative of that kind sorted out issues at the Passport Office a number of years ago. It would help in this instance also.
