Steven Matthews: That leads on to another question. I thought we would wind up. I notice that where a monument is on private land, the landowner has an option to ask the Minister to take it into guardianship or ownership. Does that convey any rights to people to come and visit where the Minister then has responsibility for the monument? Does that change the position as regards access?
