- Seanad: Bullying and Sexual Harassment in Third Level Institutions: Motion (21 Sep 2021)
Lisa Chambers: I welcome the Minister to the Chamber. I congratulate Senator Ruane on bringing the debate to the House. It is important that we have this conversation. Many of the points I was going to make were made by Senator Wall. Having the conversation when a student reaches third level is probably a little late and we have a big job to do. The issue is getting worse. There is far more aggression...
- Seanad: An tOrd Gnó - Order of Business (22 Sep 2021)
Lisa Chambers: The Order of Business is No. 1, address to the Seanad by MEPs representing the European Parliament Midlands-North-West constituency, to be taken at 2.30 p.m. in accordance with arrangements set out in the motion passed by the Seanad on Tuesday, 21 September 2021; No. 2, Child and Family Agency (Amendment) Bill 2021 - Order for Second Stage and Second Stage, to be taken at 5 p.m. and to...
- Seanad: An tOrd Gnó - Order of Business (22 Sep 2021)
Lisa Chambers: I thank all Members who contributed. Senator Seery Kearney started off the day by mentioning the ESRI report on the employment rates of people with disabilities. She was joined by Senators McGreehan, Ardagh and Conway in rasing that important issue. It is a worrying statistic that we are the fourth worst country in terms of people with disabilities accessing meaningful employment. We have...
- Seanad: Address to Seanad Éireann by Members of the European Parliament (22 Sep 2021)
Lisa Chambers: I welcome our MEPs, Ms Walsh and Mr. Markey, to the Chamber. This is an exciting day for us as a House as well because it marks the beginning of a new initiative by the Cathaoirleach to foster a greater connection with the European Parliament. It is our first opportunity to have MEPs in the Chamber. They represent my constituency of Midlands-North-West, so it is great to have them both...
- Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)
Lisa Chambers: I move: "That the Bill be now read a Second Time." I am pleased to propose this Bill.
- Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)
Lisa Chambers: Sorry, I am sharing time with Senator Fitzpatrick.
- Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)
Lisa Chambers: I am pleased also to be here this evening, with the support of my Fianna Fáil colleagues, to move this Bill during Fianna Fáil Private Members' time. As Members will be aware, the Bill seeks to introduce a stand-alone offence of stalking into Irish law which is characterised by repeated, unwanted behaviour that occurs as a result of fixation or obsession and causes alarm, distress...
- Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)
Lisa Chambers: I appreciate the response the Minister of State has delivered on behalf of the Minister for Justice and take note of what he said. I received his comments as he was speaking, so if it is okay with him, I will pick through a few of the issues he raised and give him my response to those. The Minister of State said "the Government appreciates the seriousness of the crime of stalking" but...
- Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)
Lisa Chambers: It says a lot, in my view. The Minister of State also referred to the case of the DPP v.Doherty, where Charleton J in his 2020 judgment stated, "Harassment was made an offence by s 10 of the Non-Fatal Offences Against the Person Act 1997." That is a fact. The judgment went on to state, "Before that time, those whose lives were affected by harassment, or as it is commonly called stalking"....
- Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)
Lisa Chambers: -----and we want to make that view very strongly here today. Again, this is a very serious allegation that I really do not think should have been made on the floor of this House. I am not taking umbrage with the Minister of State. I know he is reading this out on behalf of the Minister for Justice. He said, "There was also concern that legislating specifically for stalking could cast...
- Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)
Lisa Chambers: -----and one I strongly disagree with. That, to me, is undermining the Judiciary on the floor of this House. It is seeking to undermine all those cases that have been prosecuted to date because of the failure of the Department of Justice to act on a five-year-old recommendation and a law that is already in place in other jurisdictions which we commonly followed for more than a decade. I...
- Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)
Lisa Chambers: Next Tuesday.
- Seanad: Non-Fatal Offences Against the Person (Amendment) (Stalking) Bill 2021: Second Stage (22 Sep 2021)
Lisa Chambers: Tomorrow morning at 10 a.m. I am sorry; next Tuesday at 2.30 p.m.
- Seanad: An tOrd Gnó - Order of Business (28 Sep 2021)
Lisa Chambers: Last week in the Chamber a number of colleagues spoke about Ireland's energy supply. At the weekend there were reports from the Minister for the Environment, Climate and Communication, Deputy Eamon Ryan, that Ireland is facing a tight few years until 2025 in terms of our energy supplies and that engineers were undergoing training for potential blackouts this winter. This is a really serious...
- Seanad: An tOrd Gnó - Order of Business (30 Sep 2021)
Lisa Chambers: The Order of Business is No. 1, motion regarding the report of the Seanad Special Select Committee on the Withdrawal of the United Kingdom from the European Union entitled the Interim Report on the Impacts of Brexit, to be taken at 1 p.m. and not withstanding anything in Standing Orders to conclude at 2 p.m., if not previously concluded, with time allocated to the opening remarks of the...
- Seanad: An tOrd Gnó - Order of Business (30 Sep 2021)
Lisa Chambers: I thank all of the Members who have contributed. I concur with the remarks made by Senator Norris and many other colleagues in the House on the death of the former Deputy, Mervyn Taylor. I extend my condolences, and that of the House, to his family, friends and to the Labour Party on the passing of a colleague. Senator Murphy kicked off today's discussion by raising two issues. One was the...
- Seanad: An tOrd Gnó - Order of Business (30 Sep 2021)
Lisa Chambers: I will go no further than that. Senator Cummins raised the issue of Irish Water and the infrastructure deficit. It is a particularly acute issue in rural parts of the country, where smaller towns and villages were at the back of the queue. I welcome the additional almost €100 million in funding for those particular areas that should hopefully see an acceleration in the development...
- Seanad: An tOrd Gnó - Order of Business (30 Sep 2021)
Lisa Chambers: Perhaps that is the case with some banks. There has been a shift with younger generations using online banking predominantly, but that does not cater for all members of society. We are in a transition period where some people are feeling left behind. That is something we need to be very mindful of. Access to ATMs is really important. Many smaller towns and villages do not have many, if...
- Seanad: Interim Report of the Seanad Special Select Committee on the Withdrawal of the United Kingdom from the European Union: Motion (30 Sep 2021)
Lisa Chambers: I move: That Seanad Éireann shall take note of the Report of the Seanad Special Select Committee on the Withdrawal of the United Kingdom from the European Union entitled ‘Interim Report on the Impacts of Brexit’, copies of which were laid before Seanad Éireann on 8th July, 2021. I welcome the Minister of State, Deputy Thomas Byrne, to the Chamber for the debate on...
- Seanad: Interim Report of the Seanad Special Select Committee on the Withdrawal of the United Kingdom from the European Union: Motion (30 Sep 2021)
Lisa Chambers: We all concur with the hope that some day we might see the UK return and see the entire island be a part of the EU. The Minister of State will have taken from all the contributions during the debate that Brexit is still very much a live issue. If it was not for the pandemic, we probably would have had greater discussions on the impact of Brexit throughout the country. He rightly pointed...
