Terence Flanagan: As a member of the reform alliance, I welcome the Bill. All steps towards reform are welcome. The local government system is clearly in urgent need of reform. The Minister's description of the proposed reforms as the most radical reform of local government in more than a century is true. He is to be commended in that regard. I am concerned that we did not move towards a system with more...
