Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: I thank the witnesses for their presentations, which all basically say the same thing. I am struck by Mr. Petrie's presentation because he summed matters up when he stated: Schools cannot keep carrying this. We do not have the professional expertise. We are juggling with students' health and we are terrified of dropping a ball. We do not have the time. As long as we continue to act in...

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: Why is there not a dedicated pathway? This is the problem. Is any interface working between the Departments of Health and Education? Is there any point at which they meet where it is working for anybody?

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: Why is the information not coming back down? We need to look at the causes and the blockages to be able to free them up. Who is blocking it? It has to be being blocked by somebody such that there is not a flow whereby the child is the centre of everything.

Rose Conway-Walsh: Is there a good reason they do not release it to the schools in order for the teams to be-----

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: I think Mr. McGorman wanted to say something on that.

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: Would it take a direction from the Minister for Education to get that Department to turn up?

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: I want to acknowledge all of the good work that is being done in schools and I have seen it for myself as I have a lot of interaction with schools. I am concerned, like everybody else, that when things go wrong where are the supports for schools and they are basically held out to dry for things that may be way beyond their control in terms of addressing them. Are the reports on the impact...

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: I find it difficult to understand that a written plan for a child, and there should be a plan of action, would not be shared with the home-school liaison officer or the team within the school. There is no point in drawing up a plan if key people are not involved in implementing the plan.

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: That work needs to be done urgently. We have been contacted by researchers who are undertaking a Ph.D. in education psychology. So unlike clinical and, potentially soon, counselling psychology, the educational psychologists who are predominantly hired by the public education have received no support yet are required to pay extremely high fees of more than €11,000 but they are not...

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: Yes.

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: On the importance and impact of a home-school liaison officer, has the difference made been measured in improving mental health?

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: It would be good for that research to be done because the home-school liaison scheme is one the best developments in education that I have seen in the past 30 to 40 years.

Joint Oireachtas Committee on Education and Skills: Mental Health Supports in Schools and Tertiary Education: Discussion (18 Oct 2022)

Rose Conway-Walsh: Yes, and that is no good to any child. We will take up the issue with the Minister, Deputy Harris. He will be before the committee tomorrow afternoon and in the Dáil later tonight. If we get an opportunity to do that again-----

Finance Bill 2022: Second Stage (Resumed) (25 Oct 2022)

Rose Conway-Walsh: The Finance Bill includes an income tax package that is clearly designed to give more to higher income earners. When one strips back the temporary but absolutely necessary interventions in this Finance Bill, the stark reality is laid bare. It abysmally fails to address the growing inequality that is crippling our society. It is not only me and Sinn Féin saying that. Social Justice...

Public Transport: Motion [Private Members] (25 Oct 2022)

Rose Conway-Walsh: Sinn Féin will deliver affordable, reliable and safe public transport. The reason we will do so is that we understand the necessity of affordable and accessible public transport in addressing social exclusion and climate change and to facilitate economic growth, in particular in the regions. That was nowhere more evident than last Saturday when West On Track organised a conference for...

Residential Tenancies (Deferment of Termination Dates of Certain Tenancies) Bill 2022: Second Stage (26 Oct 2022)

Rose Conway-Walsh: Many struggled through the pandemic dealing with illness, loss, isolation and grief but for others, it was a lifeline. For the first time in years, we saw the numbers of homelessness actually decline. How bad does housing policy have to be that a pandemic improves a person's situation? That was the case for many individuals and families. The Government lifted the Covid eviction ban last...

Written Answers — Department of Communications, Climate Action and Environment: National Broadband Plan (25 Oct 2022)

Rose Conway-Walsh: 172. To ask the Minister for Communications, Climate Action and Environment if the European Commission’s definition of ‘high speed broadband’ increasing from 30 Mbps would lead directly to a larger intervention area for the national broadband plan; and if he will make a statement on the matter. [52695/22]

Written Answers — Department of Finance: Tax Code (25 Oct 2022)
