The only matter referred to in the Bill is the outsourcing of the administration of the fixed charges.

Ivor Callely: Some may believe that administration includes the serving of summonses by the service provider. I am indicating to the House that that is not so. Responsibility for all other issues from detection right through remain with the Garda Síochána. The only area that will be out-sourced to a service provider is the administration of the fixed charge.
