Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: Mr. Horan is saying there is volatility in the claims environment. We know the court award figures did not increase by 38% in a year and the Injuries Board figures did not increase 38% in a year, yet insurance premiums have gone up 38% in a year. Mr. Horan needs to reconcile that with us. I will let other members of the committee develop that point.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: Before I call Deputy Michael McGrath I wish to point out that when Deputy McGuinness was chairing the meeting, he asked what data were not being shared. The witnesses said that everything was being shared but then said that everything that had been asked for was being shared. They also said that there was a need for more work and a scoping exercise. There is an inherent contradiction...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: I know but the Chairman, Deputy McGuinness, asked Insurance Ireland earlier what was not being shared. Mr. Thompson said that Insurance Ireland had been sharing everything it had been asked for, but it then emerged that it has not been able to deliver everything it has been asked for, so there is an inherent contradiction in that.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: I apologise and do not mean to jump in but on the same point, is it the case that no one in Insurance Ireland is collating all these data? It is going in individually by member. The joint committee is trying to look at profitability or otherwise and has heard the statement regarding €20 to €30 per €100, but no one is taking the motor insurance business of all the people...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: Those are what? Is that individual data stuff? Is that regarding individual names and individual histories?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Rising Cost of Motor Insurance: Discussion (Resumed) (15 Sep 2016)

Gerry Horkan: It would be of benefit to bring Insurance Ireland back at some point. At the end of this session, which is the star session of this whole thing, because everybody else was building up to what Insurance Ireland would have to say, we still do not have any clear answer as to why we have had a 70% increase in premiums over two years. We saw how much extra we are getting. There is about a 25%...

Seanad: Finance (Certain European Union and Intergovernmental Obligations) Bill 2016: Second Stage (28 Sep 2016)

Gerry Horkan: On that same point, I appreciate that circumstances change and that a Minister's speech might not be ready until very soon before he or she comes into the Chamber, but, ideally, I would like to see it. If the script was ready yesterday, I would love to have seen it then to assimilate and process it. It would have allowed us to amend our speeches accordingly and not be repetitive regarding...

Seanad: Finance (Certain European Union and Intergovernmental Obligations) Bill 2016: Second Stage (28 Sep 2016)

Gerry Horkan: I apologise to the House as I seem to have half lost my voice. It is half back but not properly back. That may reduce the length of my contribution.

Seanad: Finance (Certain European Union and Intergovernmental Obligations) Bill 2016: Second Stage (28 Sep 2016)

Gerry Horkan: If I had an appearance to cancel, I would cancel it. Fianna Fáil supports the Single Resolution Board (Loan Facility Agreement) Bill 2016, which is very technical legislation to put in place a bridge-financing mechanism in the form of national credit lines that would be available as a last resort for the Single Resolution Fund in the event of a large bank resolution before the full size...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Business of Committee (29 Sep 2016)

Gerry Horkan: Apologies have been received from Deputy Michael McGrath for whom Deputy Anne Rabbitte will substitute. I remind members to ensure their mobile telephones are switched off. This is important as interference is causing serious problems for broadcasting, editorial and sound staff. I propose that we go into private session to briefly discuss some housekeeping matters. Is that agreed? Agreed.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2016: Minister of State at the Department of Public Expenditure and Reform (29 Sep 2016)

Gerry Horkan: I thank the Minister of State and will welcome him. I have a couple of points to make. I apologise that my voice is a little croaky today.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2016: Minister of State at the Department of Public Expenditure and Reform (29 Sep 2016)

Gerry Horkan: That is flattery, I am sure. The Minister of State's brief is wider than flood relief. There are 70 sites where guided visitor services are provided, some of which may not be accessed by people with disabilities, including people in wheelchairs and so on. Is there any indication as to how many are not accessible and is there a programme to try to make more of them accessible? ...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2016: Minister of State at the Department of Public Expenditure and Reform (29 Sep 2016)

Gerry Horkan: According to the information we have received, a sum of €178,000 was allocated to 30 June. The figure was €16 million last year. This year's figure seems to be very small.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2016: Minister of State at the Department of Public Expenditure and Reform (29 Sep 2016)

Gerry Horkan: How high is the approved draw-down figure?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2016: Minister of State at the Department of Public Expenditure and Reform (29 Sep 2016)

Gerry Horkan: I am just taking the figures from the chart. The total figure is in or around €3 million for the year. It was almost €17 million last year and €9 million the year before. Is there a particular reason it is less than 20% of what it was last year?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2016: Minister of State at the Department of Public Expenditure and Reform (29 Sep 2016)

Gerry Horkan: And the year before.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2016: Minister of State at the Department of Public Expenditure and Reform (29 Sep 2016)

Gerry Horkan: If one looks at the table, the figure goes from €2 million to €9 million to €16 million. Then there is a figure of less than €200,000. It does not look like more is being spent.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2016: Minister of State at the Department of Public Expenditure and Reform (29 Sep 2016)

Gerry Horkan: I just wanted to ask that question out of interest. Obviously, we are hearing a lot more about one in 100 year events that now seem to be happening three or four times in a period of ten years. Are there revised figures as clearly they are no longer one in 100 year events? They are happening with greater frequency. I remember a very serious event in my area in 2007 in Leopardstown in the...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2016: Minister of State at the Department of Public Expenditure and Reform (29 Sep 2016)

Gerry Horkan: The Minister of State has responsibility for flood protection or alleviation.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2016: Minister of State at the Department of Public Expenditure and Reform (29 Sep 2016)

Gerry Horkan: Would it not be a good idea to respond to the flooding that is happening by rolling out a national programme of asking or encouraging local authorities to undertake maintenance on a planned basis, as opposed to on a reactive basis?
