Seanad: British-Irish Agreement (Amendment) Bill, 2002: Committee and Remaining Stages. (28 Nov 2002)

Mary O'Rourke: I suppose the Taoiseach and the Prime Minister, Mr. Blair, would keep a watch on the matter and the Taoiseach would decide the opportune point to expire the Bill in consultation with Mr. Blair. Question put and agreed to. SCHEDULE. Question proposed: "That the Schedule be the Schedule to the Bill."

Seanad: British-Irish Agreement (Amendment) Bill, 2002: Committee and Remaining Stages. (28 Nov 2002)

Mary O'Rourke: That would still be in force then. I think that is the most logical explanation.

Seanad: British-Irish Agreement (Amendment) Bill, 2002: Committee and Remaining Stages. (28 Nov 2002)

Mary O'Rourke: That is the point. That is where the wrangling would come in and the Bill would stay in place. In a way, that makes sense of the earlier discussion we had on why the power lay with the Taoiseach; he needs that power if a scenario such as that outlined by Senator Brian Hayes came about.

Seanad: British-Irish Agreement (Amendment) Bill, 2002: Committee and Remaining Stages. (28 Nov 2002)

Mary O'Rourke: I know the Minister of State is going to Belfast but I thank him for coming to the House for the despatch we gave to the Bill. Of course, there are questions – it so interesting and the issue is so lively. Given what we know of the issue, we wished to give full expression to any concerns we had. In general, we want a speedy expiration of the said Bill.

Seanad: Order of Business. (3 Dec 2002)

Mary O'Rourke: I wish to speak on the matter raised by Senator Brian Hayes, the leader of Fine Gael in the Seanad. He discussed it with me briefly before we started. Despite the fact that the late Mr. Jim Mitchell was not a Member of this House, his status and his singular record as a politician make it proper that the leaders of the parties of the Upper House of the Oireachtas should have a chance, albeit...

Seanad: Bovine Diseases Regulations: Referral to Joint Committee. (3 Dec 2002)

Mary O'Rourke: I move: That the proposal that Seanad Éireann approve the following Regulations in draft: Bovine Diseases (Levies) Regulations, 2002, copies of which were laid in draft before the House on the 29th day of November, 2002, be referred to the Joint Committee on Agriculture and Food in accordance with paragraph (1)(a)(iii) of the Orders of Reference of that Committee, which, not later than 17th...

Seanad: Order of Business. (4 Dec 2002)

Mary O'Rourke: I will ask the Minister for Health and Children if that is the position. The Senator also asked if the debate on the national spatial strategy could be extended tomorrow to make it an all-day debate. I will speak to the leaders about this later this morning. There is no doubt that Senator O'Toole was full of mischief and playful. He congratulated Senator Hanafin with whose appointment we are...

Seanad: Order of Business. (4 Dec 2002)

Mary O'Rourke: Senator Ryan asked about the Convention on the Future of Europe about which I read various accounts in the press over the weekend. It struck me that, as Pat Cox is President of the European Parliament this term, there might be some use in assembling our own representatives at the convention and having them here for an all day debate. I do not know if Valery Giscard d'Estaing is adept in...

Seanad: Order of Business. (4 Dec 2002)

Mary O'Rourke: It would be a worthwhile debate. There will be no point in throwing up our hands when the report is imminent if we have not had an input. Senator Ryan also raised the issue of the non-acceptance of advertisements from Christian religions by RTÉ. Initially, it concerned Catholic advertisements. I do not know if others are concerned. We discussed this matter at Cabinet about two years ago when...

Seanad: Order of Business. (4 Dec 2002)

Mary O'Rourke: I agree there should be consultation. The Senator does not want hackneyed phrases to be used anymore in budget discourses.
