Seán Fleming: More important than the knee-jerk reaction of the Opposition is that carbon allowances will be auctioned on a commercial basis. The provision of a free quota, as it were, need not be paid for. The situation is reminiscent of Fine Gael asking for a levy to be placed on farmers who got free milk quotas when they were introduced. This is the concept in the motion.
