Michael D Higgins: There is a very large file on this issue. Most of the letters end with the same sentence - that signature by Ireland is imminent. It is now nearly two years since the first commitment was made. In the current atmosphere it would be salutary if we could sign and ratify those UN conventions. If that was done, with supporting legislation, it would create some public trust.
