Verona Murphy: Would Mr. Walsh accept then that if section 146 of the Planning and Development Act 2000 dictates that the board must release the minutes of meetings, that is its legal obligation, but if its legal advice which it sought because of the review said not to, now that is now the subject of judicial review.
