Cormac Devlin: Who is in charge of that control?
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ: Discussion (29 Jun 2023)
Cormac Devlin: Dr. Matthews is on mute but perhaps he can respond in a second. I wish to ask him what I asked Ms Anne O'Leary earlier, because he is also one of the longest-serving members on the board, alongside Ms Anne O'Leary. He has been a member since 2014. Did he witness a change in culture since 2016 or 2017?

Cormac Devlin: I thank Dr. Matthews. My time is limited. I appreciate his response. To stick with the barter account, perhaps Mr. Collins could respond. When was it first established?
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ: Discussion (29 Jun 2023)
Cormac Devlin: Mr. Collins said he was in from 2020. It is unfortunate for him because he has inherited this somewhat. I wish to ask Mr. Lynch if there was any whistleblowing in RTÉ over the last number of years?
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ: Discussion (29 Jun 2023)
Cormac Devlin: There has never been any whistleblowing or complaints made?
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ: Discussion (29 Jun 2023)

Cormac Devlin: Who oversaw the barter account? Was it just the director general or was there anybody else?
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ: Discussion (29 Jun 2023)
Cormac Devlin: There was nobody else, except when Mr. Collins became aware of it. Is that correct?
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ: Discussion (29 Jun 2023)
Cormac Devlin: We went through this earlier and, ultimately, it comes back to finance. Is that right?
- Public Accounts Committee: Appropriation and Expenditure of Public Moneys by RTÉ: Discussion (29 Jun 2023)
Cormac Devlin: I will put it a different way. In terms of the ten-year season tickets, the Rugby World Cup, U2, golfing and all the other activities, it looks like this harks back to FÁS. FÁS got caught and it was reformed. RTÉ has been caught, I suppose, but there are the same insinuations that there was a kind of slush fund, to use the words. - Public Accounts Committee: Financial Statements 2021: Inland Fisheries Ireland (6 Jul 2023)
Cormac Devlin: I thank Mr O'Donnell and his colleagues for their opening statement. Like my colleague Deputy Ó Cathasaigh, I would prefer to have spoken about fish today. The corporate strategy was signed off in 2020. Mr. O'Donnell began as chief executive in 2020.
- Public Accounts Committee: Financial Statements 2021: Inland Fisheries Ireland (6 Jul 2023)
Cormac Devlin: Mr. O'Donnell has highlighted a number of challenges and we should really be discussing them and the accounts for 2021 but obviously there are other more pressing issues. There were six resignations from the board recently, including the chairperson. Then there were a number of disclosures. Is there an issue between the board and the executive of IFI?

- Public Accounts Committee: Financial Statements 2021: Inland Fisheries Ireland (6 Jul 2023)
Cormac Devlin: Mr. O'Donnell is saying he had a good working relationship with the previous chairperson and the new chairperson who was appointed and then resigned a year later.
- Public Accounts Committee: Financial Statements 2021: Inland Fisheries Ireland (6 Jul 2023)
Cormac Devlin: It paints a different picture for us. All of this played out in the public domain, as Mr. O'Donnell can appreciate. He is right that everything went to the Minister and the Oireachtas heard that the Minister was taking action on IFI. What Mr. O'Donnell is saying this morning does not necessarily chime with what we are seeing and he can appreciate why. There is clearly a problem somewhere...
