Joint Oireachtas Committee on Climate Action: Climate Action Plan 2023: Discussion (16 Feb 2023)

Brian Leddin: Nobody else is indicating to come in, so we will finish it there. I thank the Minister and his officials for attending today and engaging with the committee. It was a thorough, informative and useful session. It was an important session in the context of the ongoing challenge to achieve our 2030 targets and beyond to 2050 as well. The committee will meet as a select committee next...

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised)
(21 Feb 2023)

Brian Leddin: I thank the Minister of State for his statement. We will now proceed to questions from members on programme A. In posing their questions, they should indicate clearly the subhead they are referring to within the programme. They should limit their questions to one subhead at a time to allow other members with questions on the same one to speak before we move on to another. The same...

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised)
(21 Feb 2023)

Brian Leddin: May I pick up on Deputy Bruton's point on the output indicators? The Minister of State suggested that the committee might be interested in looking at this. I agree, but would the Minister of State or the Department be minded to provide a briefing note on the output indicators as they are, perhaps to help us in a piece of work on which we could then revert to the Minister of State with the...

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised)
(21 Feb 2023)

Brian Leddin: Two indicators jump out at me here. One is the number of local authority staff trained for climate action, which is increasing two-and-a-half-fold, which sounds very positive, but we do not know what that training is or what the output of the training is. It is something, I think-----

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised)
(21 Feb 2023)

Brian Leddin: The other matter is the number of air quality monitoring visits, which is staying static between 2022 and 2023 at 115. It does not sound like a lot, given the size of the country, but maybe it is. Maybe it is satisfactory but maybe it is something-----

Vote 29 - Environment, Climate and Communications (Revised)

Brian Leddin: Yes, that would be very helpful. If it is adequate, fantastic, but my concern is that we are not doing enough air quality monitoring. I will move on to programme B. I call on Deputy O'Rourke.

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2023
Vote 29 - Environment, Climate and Communications (Revised)
(21 Feb 2023)

Brian Leddin: I thank Deputy Whitmore. Those questions are in the context of the Estimate before us, in particular the first one. I think she is asking if an amount has been set aside for the review of IFI, similar to the NPWS review.

Ceisteanna Eile - Other Questions: Sport and Recreational Development (21 Feb 2023)

Brian Leddin: I thank the Minister of State for his answer. When we encourage anyone to get involved in sport, we do so not simply for the competitive aspect of it, but we know there are lifelong benefits for the people who get involved. Of course, there are benefits beyond their sporting careers. There are the benefits to their clubs, which are central to their communities. It is critical that we...

Ceisteanna Eile - Other Questions: Sport and Recreational Development (21 Feb 2023)

Brian Leddin: I mentioned the challenge of retention of girls in sport, particularly those aged 16 and 17. The big part of this is supporting women to get involved in coaching. There is a dearth of women in coaching in all sports in Ireland. If we can tackle that, we can go a long way to addressing the challenge of retention. I am a lifelong member of St. Michael's Rowing Club and have coached there...
