(22 Jan 2019)

Rose Conway Walsh: Mr. Hayes stated that everyone in AEOS had the opportunity to transition to GLAS. Some of them were not suitable for GLAS and that scheme was not an option for many of them. This is quite serious. Mr. Hayes is saying they will have no scheme available to them until after January 2021. They must operate for the whole of this year and next year without anything to replace AEOS.

Rose Conway Walsh: I apologise for my absence but I had to step out of the meeting. Most of my questions have been answered. However, I have a few questions on the strategic plan. How much will the strategic plan cost? I ask the officials to again outline the following. At what point will we have the first look or draft in order that we can feed into it? Until we have the draft we will be talking in a...

Rose Conway Walsh: It is important to this committee, because the outcome of that review will inform part of the strategic plan. The deadline for that is January 2020, so it really should be considered as part of that.

Seanad: An tOrd Gnó - Order of Business (23 Jan 2019)

Rose Conway Walsh: Today I want to talk about the new Bill that will be introduced by my colleague, Deputy Pearse Doherty, in the Dáil tomorrow. It is the no consent, no sale Bill and its central message is quite simple but fundamental. A loan secured by a mortgage of a residential property may not be transferred without the written consent of the borrower. This is already in the voluntary code of...

Seanad: An tOrd Gnó - Order of Business (24 Jan 2019)

Rose Conway Walsh: As it stands, there will be a nurses' strike in less than a week, the second strike in the 100-year history of the Irish Nurses and Midwives Organisation, INMO. The Government has stuck to the line that to accept the pay claim would breach the public sector pay agreement. The agreement has been breached already as far as nursing is concerned. When I talk about nursing I am cognisant of the...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit Preparedness and Related Matters: Revenue Commissioners (24 Jan 2019)

Rose Conway Walsh: I welcome our guests. I wish to raise a couple of matters. The customs registration numbers issued for the economic operators registration and identification, EORI, where traders have trusted trade status, would appear to be one way of preparing and making it a little easier for these companies. There were 76 applications last year and 21 were granted. That appears to be low given that...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit Preparedness and Related Matters: Revenue Commissioners (24 Jan 2019)

Rose Conway Walsh: How much investment is Mr. Harrahill talking about? I realise it is hard to give an average, but what if a small or medium-sized business is considering the possibility of doing that?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit Preparedness and Related Matters: Revenue Commissioners (24 Jan 2019)

Rose Conway Walsh: However, Mr. Harrahill cannot tell us what the cost is or might be.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit Preparedness and Related Matters: Revenue Commissioners (24 Jan 2019)

Rose Conway Walsh: In terms of the clearance agents or the brokers, who can set up as a broker? Are there clearly defined perimeters, qualifications and so forth that a broker must have to call himself or herself a broker?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit Preparedness and Related Matters: Revenue Commissioners (24 Jan 2019)

Rose Conway Walsh: Is that a loophole in the regulation? If the work is not done properly - it can be an expensive transaction for somebody if he or she will lose stock and there are delays in all of that because the paperwork is not done properly - surely we have an obligation to ensure that there is regulation of that. It is something that should be looked at. Would it be the role of Revenue, in its...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit Preparedness and Related Matters: Revenue Commissioners (24 Jan 2019)

Rose Conway Walsh: I know what Mr. Harrahill means. Something we as a committee may consider is identifying to the Minister that he should examine the regulation around that. I would not want to see businesses which are already pressed being exposed to rogue brokers.
