Michael D Higgins: Will it seek to act on one side or the other? The involvement of the Naval Service also arises in such circumstances. The matter would be made much easier for the Ceann Comhairle and me if we had a Department and Minister for the marine. At present, there is a contradiction that is capable of creating conflict before the House meets again.
