John Deasy: This issue deserved clarification today because an article appeared a few weeks ago in a national newspaper stating that this was occurring. Regardless of that, when I read The Medical Independent, it still was not clear to me. When I tabled a parliamentary question in the Dáil, I thought the issue deserved a response. However, Mr. Burke now has clarified it and that is fair enough.

John Deasy: I would be very wary of any State body constructing a convention with regard to its appearance or non-appearance before an Oireachtas committee. That is the issue for me. The Central Bank's interpretation and definition of when and why its representatives should appear before an Oireachtas committee is questionable.

John Deasy: That joins the dots. That opinion should be relayed directly and immediately to the Central Bank. Its interpretation should be questioned by the committee.

John Deasy: I must agree with Deputy Ross. If the management of the Central Bank were present this morning they would be embarrassed and would accept what the Comptroller and Auditor General has had to say. I do not think they can construct such a convention.
