Simon Coveney: Under the EU Regulations governing the Agri-Environment Options Scheme and other area-based payment schemes, a comprehensive administrative check, including cross-checks with the Land Parcel Identification System, must be completed before any payment can issue. This is a five-year scheme, fully funded by the Exchequer, which commenced in 2008, and it was open to all suckler farmers to apply to participate in the scheme at that time.
