- Pre-Budget Statements (Resumed) (25 Mar 2009)
Ulick Burke: I welcome, as most would, the decision of the trade unions to accept the Government's invitation and call off the proposed day of action next week. This is a first positive step and part of the solution. I heard Deputy White talking about the high wire act, but she totally missed the point. The Government has on three occasions attempted this high wire act and failed â it has fallen off....

- Pre-Budget Statements (Resumed) (25 Mar 2009)
Ulick Burke: They fully realise the Government has proven its incompetence and I do not see it being capable of resolving the issue. I will give one example from the budget introduced last October. Deputy Flynn will know of this as she was also present at an IFA meeting in the west when there was doublespeak and she escaped the wrath of the IFA while her colleagues took the rap for her.
- Pre-Budget Statements (Resumed) (25 Mar 2009)
Ulick Burke: Be that as it may, the IFA has clearly indicated in its submission for the upcoming budget that average income for a farming family is just over â¬19,000 per annum, a decrease of 12.5% on the figure for last year, and that there is likely to be a further decrease of 12.5% in 2009. All that the IFA and the farming community wants is to be assured that they will not have to endure any further...
- Pre-Budget Statements (Resumed) (25 Mar 2009)
Ulick Burke: It is happening day after day. Two months ago the Taoiseach said in the House that the most important points was jobs, jobs and jobs. What has happened? We have lost jobs every day. That has been the response of the Government.

- Industrial Development Bill 2008 [Seanad]: Second Stage (26 Mar 2009)
Ulick Burke: I welcome the opportunity to speak on this Bill. At the outset, however, I am disappointed with its contents, since I believe many people living along the Shannon always held Shannon Development and the work it had done in the highest esteem. In July 2005, the then Minister for Enterprise, Trade and Employment, Deputy Martin, said that under the new arrangements, Shannon Development would...
- Social Welfare: Motion (Resumed) (1 Apr 2009)
Ulick Burke: I thank my colleagues for sharing time and I commend Deputy Enright for introducing the motion. I wonder about the seriousness of the Government and the Minister with regard to the motion, given that the first element of the amendment notes that the average processing time nationally is three weeks for jobseeker's benefit and six weeks for jobseeker's allowance. I cannot reconcile that with...

- Order of Business (2 Apr 2009)
Ulick Burke: It arises with regard to item 52.
- Order of Business (2 Apr 2009)
Ulick Burke: It is important that those becoming redundant and unemployed are allowed where possible to upskill and because of the embargo on recruitment to the public service they are not. I call for a derogation to allow trainers to be recruited for unemployed people.
- Written Answers — Semi-State Bodies: Semi-State Bodies (9 Apr 2009)
Ulick Burke: Question 5: To ask the Tánaiste and Minister for Enterprise, Trade and Employment her views on granting a special derogation to FÃS in order for them to be able to recruit the necessary professional training personnel to support persons facing future redundancy and unemployment; and if she will make a statement on the matter.
