Enda Kenny: The Deputy might prefer the way it was done in the Department of Education during the years when, for example, taxpayers' money was used to go to court to ascertain the rights of children with particular challenges, but in this case HIQA has made a report which was initiated by the previous Minister for Health. It has made certain findings, but it is a draft, not a finalised report.
