Stephen Donnelly: I accept that. However, the documents were shared last week straight after the Cabinet meeting, so the investigation of the matter is for two weeks. The Government decision is that it will be brought back for a decision, but with observations. That goes to Deputy Cullinane's point about whether we are simply closing down any debate or consideration. Of course we are not doing that.
